[Archive] That mid-term when UML came close to power by defeating the 'elephants' of the Congress...

What you should know

The mid-term elections were not easy for the Nepali Congress. The official candidates looked very weak due to extreme factionalism within the party and the presence of rebels. The Congress was morally weak because it had toppled the majority government itself.

The rift between the then Prime Minister Girija Prasad Koirala and the commander of the 2046 movement, Ganeshman Singh, had come to the surface. Expressing his dissatisfaction with Koirala, Ganeshman had already announced that he was leaving the Congress. He had launched a campaign saying, "Let's defeat the corrupt candidates of the Congress."

In that backdrop, the mid-term elections held on 29 Kartik 2051 for the House of Representatives had weakened the ruling Congress. Some voters were also angry that the mid-term elections were held while it was still in power. That is why the leaders who were called "elephants" of the Congress were also defeated.

Although victory/defeat in the elections was natural, the results of the mid-term elections were very interesting as unexpected leaders won and lost. In particular, the Congress, which had won a single majority in the 2048 election, suffered the most, while leaders of other parties were also affected by it.

Those who were ostracized after the establishment of democracy on charges of panch also felt relief in the mid-term elections. The two Rastriya Prajatantra Parties, led by former Prime Ministers of the Panchayat, Surya Bahadur Thapa and Lokendra Bahadur Chand, won 20 seats in the House of Representatives this time, after winning 11 seats in the previous election.  [Archive] That mid-term when UML came close to power by defeating the 'elephants' of the Congress...

In the previous election, the Congress had won 18 out of 19 seats from the Far West beyond the Karnali River. This time, it won 4 seats. The UML had won 11 seats from the Far West in the midterms. The then Home Minister and the commander of the Congress's Far West, Sher Bahadur Deuba, also seemed to have failed to lead this time due to internal rebellion in the party.

The Congress had suffered a major defeat in the Far West due to the internal competition between Tarani Dutta Chataut and Deuba. It was alleged that Chataut was nominated by Girija Prasad. He had also become the whip of the Congress' parliamentary party. Prem Singh Dhami of the UML had assumed command in the Far West.

After the 2048 election, the UML also gave priority to the organization of the far west. The party used to give credit for that to Dhami. He was defeated from Kanchanpur in the previous election and won from Darchula in the midterms.  [Archive] That mid-term when UML came close to power by defeating the 'elephants' of the Congress...

Lokendra Bahadur Chand of the RPP and a rebel candidate also won from Kailali. Sarya Bahadur Thapa won from Dhankuta. Kamal Thapa of Makawanpur, who is accused of playing an active role in suppressing the 2046 movement, was elected in the midterms. During the movement, Thapa was the Minister of State for Communications in the Panchayat government. He defeated Krishna Prasad Dahal of the UML. Thapa was defeated by Dahal himself in the previous election.

Padmasundar Lawati of the RPP won in Panchthar. He defeated Dambar Singh Tumbahamphe of the UML. The Congress, which had won all three seats in the last election in Palpa, lost all its seats in the midterms. Sushil Koirala, known as a close ally of Prime Minister Koirala, was defeated from Banke, while outgoing Speaker Damannath Dhungana was defeated by UML's Bidya Devi Bhandari from Kathmandu Constituency No. 2.

Congress Kathmandu District President Prakash Man Singh was also defeated. Similarly, Nepal Students' Union President NP Saud was defeated from Kanchanpur. Old Congress leader Kul Bahadur Gurung was defeated from Ilam, Taranath Ranabhat from Kaski, Rudraman Gurung from Syangja, and then Minister of State Ram Krishna Tamrakar from Rupandehi. United Janamorcha General Secretary Leelamani Pokharel was defeated by Krishna Gopal Shrestha. Shrestha had Pokharel's deposit confiscated. Pokharel was known as a 'Bhandafor' candidate.

There were also interesting incidents of defeat/victory by a very small margin of votes. Laxman Ghimire, the Minister of State for Water Resources, who was considered powerful in Girija Prasad Koirala's cabinet, was defeated by 11 votes from Ramechhap.

In Saptari-1, Jayaprakash Gupta of the Nepali Congress defeated Hiralal Chaudhary, who had defeated him in the previous election. In Panchthar, Deepak Kumar Baskota defeated Basant Kumar Nembang of the Nepali Congress. In Morang, Badrinarayan Basnet of the Nepali Congress defeated Lalbabu Pandit of the Nepali Congress. Pandit defeated Basnet in the previous election. [Archive] That mid-term when UML came close to power by defeating the 'elephants' of the Congress...

On the other hand, after the Nepali Congress won 88 seats and became the largest party, discussions about government formation began. The Nepali Congress had shrunk to 83 seats. Before that, the Nepali Congress had won 110 seats and the Nepali Congress had won 69 seats. UML General Secretary Madhav Kumar Nepal had said that all options were open for government formation. He had announced that he would work against corruption in the country. While in opposition, the UML had said that it would decide the issue after it joined the government.

The Kantipur Daily published a news report on 2051 Mangsir 4 with the headlines ‘UML to form coalition government, surprising change in the far west, losers win, winners lose’, covering the context of the UML party winning the most seats in the House of Representatives in the mid-term elections, the defeat of prominent Congress leaders, and the defeat of the Congress in the areas it had dominated in the 2048 elections.
