The incident of shooting at Dang on 17th November 2051 is depicted as a Bijauri murder case. UML still occasionally remembers the incident in which three of its workers and supporters were killed by police bullets during election campaigning in the context of the mid-term elections.

Why did the incident become famous? UML accused the police of firing and killing its workers on the order of the then Construction and Transport Minister Khum Bahadur Khadka.

One person died on the spot and two people died during treatment in Kathmandu in the shooting incident which took place near Bijauri of Congress office in Dang. The hospital reported that 27 people were injured and 12 people were shot. 7 of them were brought to Kathmandu for treatment.

The relationship between the Congress and the UML was very strained due to the shooting incident in the presence of a minister of the ruling party during the election. Some UML leaders had accused Minister Khadka of firing. He explained that he was at his in-laws' house when the shooting took place. Minister Khadka claimed that he came to Bijauri only after learning of the firing. 

As it was during the mid-term election campaign, UML called Khum Bahadur the "Nike of Bijauri murder case" and made the Congress very uncomfortable all over the country . The problem arising out of the election fight between Congress and UML workers became a situation of police intervention . Birendra Dangia's arm was broken when UML workers pelted stones at the Congress procession that came out for election campaign from Dudharasari of Representative Assembly Area 3 on 16th November 2051 in Lamsoti. Hiralal Oli and Asharam Vick were injured. Against the attack, the Congress workers were agitated and pelted stones at the UML office. The next day, on the 17th, the party workers who had gathered at the house of Shankar Pokharel, the UML candidate for Constituency No. 3 (the current UML General Secretary), were stopped by the police in Bijauri.

Suryadhwaj Khan, then Superintendent of Police of Dang, said that the UML stopped the procession as it was going to the Congress office. The procession was led by former MP Shivraj Gautam, UML Dang Secretary Srimani Acharya, and the police requested Shankar Pokharel, the MP candidate of Region No. 3, not to proceed with the procession . The police said that there was going to be a clash between Congress and UML and it was an unusual situation so they resorted to lathicharge and fired tear gas. The police claimed that they fired after the participants of the procession threw stones at them. 

Gautam, Aryal, Thagendra Oli, Madan KC, Khagendra Bhandari were injured by firing during the procession and they were treated at Veer Hospital. In the incident, UML workers Pushpa Kumar Ghimire, Krishna Bahadur Chaudhary died during treatment at Bir Hospital. Narayan Chaudhary died on the spot. 

UML leaders announced that they would take revenge for the incident. Pushpa Kumar and Krishna Bahadur, who died in Bir Hospital, were held in Kathmandu in a funeral procession and a memorial service. Speaking in the same meeting, Krishna Gopal Shrestha, the candidate of Kathmandu Constituency No. 7, demanded action against the culprits and said that he would take revenge on the Congress. UML leaders Sahna Pradhan, Bidyadevi Bhandari, Surendra Pandey, Pradeep Nepal, Balram Upadhyay, Raghu Pant, Padmaratna Tuladhar and other leaders paid their last respects to the deceased. 

Yuvraj Gyawali, the then central member of UML, accused Congress workers of shooting on the instructions of Minister Khadka. Gyawali announced that Minister Khadka should take the responsibility if there is bloodshed in the district.

Chairman of Congress Dang Gehendra Giri said that central members of Nepal Vidyarthi Sangh Kumar Lamichhane, Basant KC and Manoj Rajour were injured in the attack of UML . UML said that Rishiraj Basnet of Bijauri Akasia also died due to Congress attack .

The UML central office published a press release and said that Basnet, who had gone to his in-laws under the leadership of Om Bhakta Joshi and Chavi Lal Vick of Dudharja village of the Congress, attacked Basnet . He died on the 19th. Home Ministry spokesperson Shrikant Regmi requested not to connect Basnet's murder with this incident as it was a Tihar fight. 

This murder, which took place during the election, created a stir throughout the country at that time. Since the formation of the government under the leadership of Girija Prasad Koirala in 2048, the relationship between the UML and the Congress was very tense. UML was very angry with Girija Prasad in particular.

UML's announcement to take revenge for the killing of its workers during the election created a challenge to the security agencies about possible incidents. The mid-term elections were scheduled to be held on October 29 by changing the pre-voting schedule.

The polling date was initially set for November 27 . In connection with this context, the newspaper Kantipur, prepared with the help of the then correspondent of Dang, Dadiram Subedi, titled "Three people died in the shooting incident of Dang", was published by Kantipur on 21 October 2051.
