Tony Hagan is a geologist from Switzerland who has been visiting Nepal since the Rana regime. He visited 71 out of 75 districts of Nepal. He was also a development consultant of Nepal, who enjoyed the development of other countries.

Regarding the change of 2046, he thought that democracy is the best system than Rana and Panchayat. During an interview conducted by journalist Narayan Wagle for Kantipur, Hagan said that the Ranas considered the wealth of the country private. He said that the Ranas did not care about their responsibilities towards the country. Hagan said that although the basic idea of ​​Panchayat is correct, it is not a democracy as it is a party system. He said that the freedom of the press, the freedom to start a party and the freedom of thought are basic things. He was honored by King Birendra in the year 2040. 

About 70 years ago, Hagan, who traveled the geography of Nepal and took countless pictures, played an important role in making Nepal known to the world. He took many pictures after visiting the difficult places of Nepal. He used to say that his priority was the upliftment of farmers. He was very happy that the construction of roads, suspension bridges and the expansion of communication services had started after the multi-party system was achieved .

At that time there was a program called food for work in Nepal. Farmers used to get rice for working. But he was of the opinion that money should be given, not rice. He thought that farmers would not become self-sufficient by giving food. Hagan said that in the 1950s, income generation should be planned to eliminate poverty. When he was honored, he said that the matter was wrong with King Birendra, saying that the developing countries continue to give food concessions. 

Even though the food program was a policy passed by the Planning Commission of Nepal, he did not like it. He said that the Planning Commission is an institution that nurtures a think tank and that there is no justification for the Planning Commission to collect unnecessary crowds by collecting administrators. He said that forming a planning commission was the central mindset and that day has passed. He said that imposing development from the center does not work in a democracy and said that the concept of planning commission was influenced by communist ideas. 

Hagan's opinion was that because the people choose the plan in a democracy, the ministries should approve and facilitate it . He also said that many people have built palaces in Kathmandu in the name of the poor and that the World Bank is spending a lot of money. 

His suggestion was that the government should be very careful with foreign organizations. They used to say - Westerners buy bulldozers but do not give loans for the development of local technology.
