It is not new that ministers and prime ministers give instructions by setting time. Every day some minister and sometimes the prime minister are giving instructions to various government agencies. But what about the implementation of such instructions? How follow-up is done is something that you and we have seen.
The tendency of the Minister and the Prime Minister to give instructions seems to be the same even 32 years ago . This is known by reading the news published on the front page of Kantipur Daily on October 6, 2050. As the current Prime Minister KP Sharma Oli is giving many instructions on time, exactly the same picture is seen at that time . The only difference is that Girija Prasad Koirala was the Prime Minister at that time.
The second meeting of the National Development Problem Solution Committee was held on August 15 and 17, 2050 to review the financial year 2049/050. In which Prime Minister Girija Prasad Koirala was present. In that meeting, Prime Minister Koirala has asked to solve the problem by fixing dates on various issues, most of them are still having the same problem. In the
meeting, Prime Minister Koirala raised issues such as making necessary laws to remove dual ownership of land, slow progress of projects, misuse of government funds, slowness in physical construction, protection of government property, tendency of doctors not going to remote areas, improvement of Veer Hospital, lack of coordination between ministries, commercialization of Singhdarbar Vaidyakhana . It seems that many of these issues raised by him are still being discussed from the streets to the House.
Koirala while giving instructions to the employees said that the builder did not complete the work as per the contract within the stipulated time . He asked to keep such builders in the 'black list'. He also instructed to take action against the employees who are not blacklisted .
Koirala asked the doctor to go to remote areas and create a working environment. He instructed to provide facilities to encourage them to go to remote areas and work. Koirala's statement was that health equipment purchased by the government should be monitored and put into use after proper use. Even now, the details of the lack of use of new equipment in health institutions and the repair of damaged equipment are being made public.
Koirala asked to arrange the staff in the health and other ministries, departments, regional offices and other agencies. The health problems seen at that time are still present. The current health minister Pradeep Paudel has also been saying that due to lack of staff, health services cannot be provided easily to the citizens.
Prime Minister Koirala directed to form a coordination committee under the chairmanship of the chief secretary saying that there is a lack of coordination between the ministries. Complaints about coordination are more common now. Koirala gave instructions to collect the details of the vehicles purchased in the name of the project and given by Datrrashtra, and to carry out necessary repairs. He asked to auction the car that could not be repaired . It has been two months since the present government sent a correspondence to the government ministries on the subject. Old vehicles kept in the premises of ministries and government offices are still seen everywhere.
Prime Minister Koirala gave instructions to create an environment for commercialization by giving autonomy to Vaidyakhana located in Singhdarbar . But the said clinic is becoming more weak now . Koirala gave instructions like keeping the city clean, increasing the participation of consumers in development, managing the wood washed away by the river. When reading the news of the instructions given by Koirala and the problems seen in the development efforts of the country 32 years ago, it seems that the same cycle of time is turning .
