'Voters are oppressed when candidates burden them with promises they cannot fulfill'

A member of the House of Representatives does not have the ability to build a helicopter, nor does he have the ability to build a drain in every neighborhood. In some places, citizens said, ”If you build a drain in these 10 days, I will vote for you,” but I apologized, saying, ”I can't, sir.” The goal of my pledge is to show how the expectations of the citizens can be addressed through methods and procedures.

Candidates from this area are campaigning door-to-door and are also taking their agenda to the voters through social media. In this way, an edited excerpt of a conversation between Kantipur's Jaisingh Mahara and Durgalal KC and the party's joint general secretary and candidate from Dang-2, who is in the election contest, Bipin Kumar Acharya :

When a first-time candidate goes door-to-door asking for votes, what are the voters demanding?

We established the party by assessing what the citizens are looking for. After becoming a candidate, while campaigning, I found two sides of the citizens. Just as a leader tries to connect with the citizens before the election, that should continue even after the election. Almost 100 percent of what they have said is - they will vote for you, but they should come after winning the vote. Second, only promises that can be fulfilled should be made.

We have been victims of promises that cannot be fulfilled time and again. Voters say - will you fulfill the promises you make this time? If not, don't let us down. Because, for the last time, we are trusting a political party or political faith. If you betray our trust this time too, our trust in the thing called politics will be lost.

We have seen voters demanding solutions to problems such as bridges, roads, irrigation and sewage from leaders. On the other hand, candidates are even saying that they will build helipads in villages to get votes. How much development projects have you asked for in your area?

That is definitely the case. Everyone has expectations, some are asking for drains, some are asking for paved roads, some are asking for deep boring. Some are asking for things that are directly or indirectly related to daily livelihood. I blame our leadership more than the citizens for that.

You can't blame the citizens during the election, can you?

I can't blame the citizens. The biggest challenge in this election is to explain the duties and rights of a member of the House of Representatives to the citizens. I have made a video about the duties, duties and rights of a member of the House of Representatives in one section of my manifesto and also put it in the printed form. Because when we burden the voters with promises that we cannot fulfill, it is an injustice.

The problems raised by the voters are not only the problems of Dang. When I am a leader or a person at the center, how do I think about it? The problem belongs to the entire center. The most scientific way to solve the expectations they have is through methods.

Not all problems can be solved in 6 months, it takes time. But we will determine the grounds for demanding that time. A member of the House of Representatives does not have the ability to build helicopters, nor will he build drains in every village. In some places, citizens said, 'If you build a drain in these 10 days, I will vote for you,' but I said, 'I can't, sir,' and apologized. The goal of my manifesto is how to resolve the expectations of citizens through methods and procedures.

You have been going to voters to say that we should come as an alternative because the old parties did not do it. What are the grounds for fulfilling the expectations of voters immediately?

I am someone who always says that expectations should be 'toned down.' The National Independent Party does not have any magic wand. What we will do in the first phase is to make the citizens feel that good governance can be guaranteed when the right leadership reaches a place where the government is run. Not all problems can be solved in 6 months, it takes time. But, we will determine the grounds for demanding that time. To convince the people that change is possible.

One of the difficult aspects of Nepali politicians is that many leaders focused only on winning the election. After winning the election, there was no preparation on how to utilize the resources while running the state, how to solve the problems seen in the system. And there was no delivery. As a central leader, I am more concerned with creating methods and frameworks, and that framework will work. What drives it is how the party is run.

During the elections, questions have been raised about the RSVP that it has become unable to tolerate criticism from other political parties, and has developed a culture of 'cyber attacks' on the leaders and workers of the opposition parties. Why are the workers of the RSVP not ready to listen to others?

It has only been three and a half years since the party was established. There is not enough time for schooling. However, personally, the 'thought process' of the friends sitting at the center of the party is that we should be the most tolerant and accept different views of others. I have always appealed to my friends in Dang and across the country to 'not abuse others to win, but focus on positive things'.

But as citizens, there is so much anger among people that it has spilled out on social media. It is the party's responsibility to 'tone it down'. The practice of telling anyone anything is not right for a civilized society. One of my main priorities after the election will be how to correct the behavior shown on social media.

You are the party's joint general secretary, you were the coordinator of the subcommittee that selected proportional candidates. You put your name at number one in the Khas Arya cluster of the proportional closed list, later there was talk of becoming a candidate from Kathmandu-2, but you came to Dang, right?

I was given the responsibility of making the party's candidate selection method. What did I tell the party, now I have made the rules . This time I want to represent . But, the party high command said, 'You will not be allowed to contest directly, you have to lead the election campaign across the country' . They told me to sit at number 1 in the proportional representation, the party would use its special rights . But, I rejected that proposal . I had said, a person who makes the rules, that person will not go to parliament by violating the rules . So, I first resigned from the coordinator of the candidate selection subcommittee . Then I participated in the process like other ordinary members . In terms of primary voting, I was number 1 and my name was number 1 in the closed list of the proportional representation . But, later, after everyone's discussion, it was said that when you go to geography and do politics, it has a lot of 'political significance' and 'influence', so I came to Dang . Kathmandu was also an option, but I felt that starting politics from the place where I was born would be a great decision.

How do you view the competitors in this constituency?

I consider those who run for office within the bounds of democracy as my competitors. In the 2079 elections, they used to tell us that we won't get a single seat, but we have already experienced that. That's why for me, everyone is a competitor, I don't analyze whether some are more or some are less.
