An expert group has suggested to the government to immediately close or adjust schools/colleges with low student numbers, expanding the Council for Technical Education and Vocational Training (CTEVT) to the provincial and local levels in line with federalism.

Why and for what was CTEVT established?

CTEVT was established to produce various types of manpower required at the local level. What kind of manpower is needed in which place? CTEVT institutions were established for that subject. Schools were established from Jumla, thinking that skilled manpower was needed in remote areas. Later, they were expanded and opened in Jiri, Dhankuta, and Lahan. The work of teaching skills would start only after acquiring land and providing the necessary infrastructure. The work of teaching skills related to farming, animal husbandry, and construction was more common. 

Gradually, health issues also gained priority. Accordingly, programs including CMA gained priority. The objective of CTEVT was to prepare experts and skilled manpower in every field at the local level. We also sought out donors and invested. 15 schools were started with the government's efforts and raised investment. At that time, the manpower produced was in a situation where attractive employment could be found. Manpower with work and skills was ready. The institution was established after the CTEVT Act was enacted.

Has CTEVT worked as intended?

Especially after 2062/63, the structure of the institution's operation changed. Governments kept changing and it also became a matter of running it according to the government. Many things started changing. Governments paid more attention to expanding schools. The private sector also started getting involved. Government and private sector schools were given more affiliations than necessary. The expansion of colleges became excessive. The structure of CTEVT became much larger than imagined. The large structure is not able to do its assigned work. Its condition is deteriorating. Due to the random opening of colleges, it has stopped getting instructors (teachers) and students. CTEVT has reached a terrible state.

What can be done now for reform?

When CTEVT was opened, it was not a province like it is now. Since it is a large structure, it should now divide its work. Its work can be handed over to the province and local levels. We have studied and submitted a detailed report to the Ministry of Education. We have given guidelines for the management of CTEVT. Reforms can be started by implementing them. The details are mentioned in the suggestion report on the restructuring of CTEVT. It specifies the work to be done by the government, CTEVT, province, and local levels. It mentions which work will be done immediately, which work will be done in 6 months, and which work will be done within a year. Who will do those works, and how CTEVT will be made has also been determined. It should be restructured. The structure should also be maintained as per the requirements. We have given suggestions for overall management. By implementing them, reforms in CTEVT can be started.
