NCP General Secretary Netra Bikram Chand has said that he is going to participate in the elections to transform wrong institutions and beliefs. He said that he is also trying to reorganize the communist movement by connecting the new generation, which is now thinking in a completely new way among the people. Here is an interview with Chand by Ikantipur correspondent Ganga BC:

 

Amidst many ups and downs, an application was submitted to the Election Commission for party registration . How do we move forward now ?

This is a new path . But it is new according to our perspective . In the context of change, we have taken this decision to connect the parliament, the people, and the government in an integrated manner  from among the people. 

Some people suspect that the NCP will again get lost in parliamentary politics like the Maoists . What is the new roadmap for the NCP ?

The transformation of the state is necessary . The debate that restructuring is necessary is going on within the parliament . We are continuing to do so from among the people . The Genji movement took the change from the streets to a level . It has already reached the level of changing the structure of the state . Therefore, now, in accordance with the current changing context, restructuring can be done in an integrated manner on all issues from all sectors, from the streets, from the people, and from the parliament. We have decided to register a party and go to the elections because these things can be done.

How can the NCP solve the existing problems by participating in the elections?

How do we look at the parliament now? We believe that we can participate in the institution that represents the people and take initiatives to transform it in favor of the people. We believe that we should do that.

The idea was to form a party with the Maoists and go to the elections together. But did you register the party alone?

We have proposed that the need for building a new communist center has increased, and that the initiative for building a new communist center should come from the leadership level. We have also discussed it with parties within the Socialist Front. We are holding discussions with other friendly parties, other communists, and socialist parties. A concrete conclusion has not yet been reached. That may be the result in one go. At present, our party, the NCP, is an independent representative organization. In that sense, we have decided to register the party with the Election Commission.

You have come to say that the old basis of party unity should be abandoned and a new approach should be taken. Do you see that possible?

A new communist center has become absolutely necessary. In doing so, this long review is necessary. A review with our senior leaders is necessary. It is not just a matter of age. It is not just a matter of generation. But there are also some things. For example, those who have been in leadership for almost two, three, four decades, this thinking must be changed. We must change this completely. This is our very clear view. Not only that, the new generation, who now thinks in a completely new way from among the people, must reorganize the communist movement. Otherwise, if we keep repeating the same thing, keep spinning it, keep spinning it, keep repeating it, the communist movement is at great risk.

You have also taken forward the issue of production along with the agricultural revolution, what issue will you now put forward in the elections?

What we have been requesting is that the state should radically change its economic approach, especially in the agricultural sector. We had also made a proposal to Comrade Pushpa Kamal Dahal and Comrade KP Sharma Oli. Now, since we are among the people, we said that based on our experience, let us work together in this sector and let the state provide a little support. But, that did not happen. We took forward the work of production. We have said that it would be good if the state could be further involved in agriculture, from the employee sector, from the government sector, from the political sector. Nepal is waiting for the agricultural revolution, the economic revolution eagerly, very anxiously.

There is also a suspicion that the NCP will also enjoy parliamentary politics ?

We have various experiences . Rather than transforming the wrong things in it, getting caught up in the wrong things, the political forces should play a leading role in transforming the wrong things . So far, there has not been much success in this . But someone must take up that challenge, right? Therefore, by transforming the wrong institutions, the wrong beliefs, the representatives of the people will build new ones in accordance with the feelings and expectations of the people . In that sense, the Communist Party is a representative organization of the working people, self-respecting, and creative people . We have moved forward because we can transform the wrong beliefs .
