Commission member and spokesman Vigyanraj Sharma A conversation for Kantipur about the work being done by the commission: What is the inquiry commission doing?
We have moved to Singha Darbar after it became difficult to work in the Meteorological Department building. Couldn't work last week due to Dasain holiday. Before Tihar, we will proceed towards the statement after completing the correspondence with all the agencies. The commission has informed the government that there is a shortage of manpower. We are waiting to get manpower soon .
How are complaints coming to the commission?
Some complaints are coming. We have written a letter asking for some files and details . Ministry of Home Affairs, other ministries, Supreme Court, Department of Prisons, Federation of Commerce and Industry, political parties, we have made a public call to provide personal details . Details have also started to be available from some agencies.
The complaint against the then prime minister and home minister was sent to the commission by the police. Why did the commission return the police ?
We are not a criminal investigation agency. Therefore, the complaint has been sent back to the investigating agency by putting it in a 'notice'. The investigating agency in regular criminal prosecutions is the police. We only report. Even after our report, it is the police who will investigate . Based on that investigation, the public prosecutor's office will prosecute.
How is the commission taking complaints? How can the general public file a complaint?
Not all people have access to Singha Darbar . So complaint can be sent online or by post . We have also invited complaints through WhatsApp and email. You can also visit our website and file a complaint in the format available there . If that is not possible, a complaint can be filed in the name of the commission at the nearest police office.
How do you research an incident across the country in a short period of three months?
We have demanded more manpower from the government. We have prepared to carry out the investigation by engaging the government employees . We have also asked for forensic, cyber security and other experts. As we are not able to reach all over the country, we have requested details from various agencies. We investigate cases of prisoner escapes and prison vandalism by asking for details from various prisons.
In the case of Kathmandu, we will investigate the incidents that happened from Maitighar Mandal to Tinkune on 23rd and 24th of August. At the beginning, the investigation proceeds through the person assigned to the field . We do not arrest and prosecute. Let's call in statement . After listening to them, we make a report accordingly and make recommendations.
