”An election environment is not created by banning parties” [interview]

What you should know

Pradeep Gyawali, UML Deputy General Secretary

How do you see the situation after the formation of civilian government?

The government is not treating the party and party leaders politically. He seems to be trying to take political revenge. No leader, no party is above the law. We fought for the rule of law. That system was established. But the rules of kangaroo court cannot be applied here. If someone has done something wrong, the law should prove it. It should be confirmed, established. There are procedures for that. Propaganda campaigns have been launched against these parties without going through any method.

Even the people in the government seem to be involved in that campaign. It seems that the government is trying to ban the parties. Various people are saying, 'Let's not let the parties come out, let's not let them participate in the elections'. The government does not respond to the very Taliban-style expressions. This is wrong. Shouldn't the government say that everyone is equal in the eyes of the law? Shouldn't the government be reassured? Looking at all these, there is no possibility of election. First of all, for the election, the parties should be able to go to the people without fear, the people should be able to cast their votes without fear, and the security personnel and employees working in the election should be able to fulfill their duties without any pressure, right? If this environment is not there, how will the elections be held?

Has there been any dialogue on behalf of the government for the election?

It's amazing, it's been a month since the government was formed, but no initiative has been taken even to make general contact with the parties. Is there any preparation about making a

election program?

We discuss the overall aspect. Eight political parties representing the dissolved parliament have said that the dissolution of the House of Representatives is not constitutional. This is the voice of 80 percent of the dissolved House of Representatives. First, there will be a constitutional test of it somewhere. Someone will raise a question in the court about this matter. Even if the parties do not raise it, others will raise it.

The first thing should be clear. Second, the government had to create an environment for elections. Banning, teasing and insulting parties should be stopped immediately and a suitable environment should be created. So far, there has been no change in the public opinion received by the parties. The next election will show that changed balance of power. Until the next balance of power is seen, we should trust the 2079 election and move forward.

After the Gen-G movement, is there a dialogue between the parties?

An informal conversation is taking place. Congress President Sher Bahadur Deuba was injured. Finally he has come home after receiving treatment. But the parties are in contact with each other. Now the parties make a common opinion. The meeting of the Congress Central Committee is being held. We are also having a meeting. Then we move forward by making assumptions.

How have you taken the preparations for the election?

The overall current events are not the normal course of holding regular elections and returning the politics that have gone out of style through elections. Common people understand that this is actually a process that has been carried out with the aim of nullifying the constitution and ending whatever democratic achievements the country has achieved and influencing the sovereignty of the country through it. The government has not been able to convince anywhere that this is not the case.

Different groups are threatening in different ways, some under pseudonyms and some under real names, saying that they will reduce the incident after Tihar. So people are very worried. People should have come out of that terrible situation. For that, the government should have ensured that both incidents of 23 and 24 August will be investigated impartially, the culprits will be prosecuted, and the perpetrators of destruction will not get immunity from anyone. But the government took the opposite path. The accused involved in the incident of 24 August was arrested by the police after much trouble, but after taking a chance, they left the confusion. Now they started saying that they cannot be prosecuted. In such a situation, no one believes that elections will be held and politics will return to normal.

In order to be believed, the government should have said, 'We have come to a special situation, our aim is nothing else, we have to bring democracy back to the rhythm, we are working for that, let the political parties come, let us all manage the country together.' But the government has no message, nor that kind of behavior. Because of this, no one believes that the election will be fair and fearless.
