The Ministry of Labour, Employment and Transport has been established according to the decision made by the Bagmati Province Government on 15th December 2078. Although it is said that it will work on regional policies, planning programs and standards related to labor and employment promotion, formulation and implementation, settlement of industrial disputes, labor relations reform and work related to judicial representation, workplace safety, etc., this ministry seems inactive.

What is the Ministry of Labor of the province doing in the field of labor?
In the field of labor, some issues of common rights are not clear from the constitutional point of view . The federal government has not given the province the right to work in the field of labor. We have also not given the right to create internal employment . Even the labor office in the province does not bother us . Because it is in the opinion of the center . Even when we call for coordination, they turn away saying that we are not under the jurisdiction of the province. We do not have the right to solve the labor problem between the industry and the workers regarding the labor sector . From workers who have returned from abroad, all other foreign employment issues are looked at by the center itself.
Why is the provincial government unable to work on the issue of labour?
In some places, industrial businesses and workers come to the provincial government saying that they have a problem. The state government is located in Hetauda, which is the largest industrial area in the country. But we are not able to do anything special. So what is the Bagmati state government looking at? The question is raised. Since we have not run the labor office. Therefore, the Bagmati government is not able to address all the questions related to labor.
It has been a year since you led the Ministry of Labor and Transport. Hasn't anything been done in the field of labor in this one year?
85 percent of our ministry's time is going to the field of transportation . 15 percent of the time is spent on rehabilitating workers who have returned from abroad in Nepal. There are entrepreneurship programs according to their skills. Apart from that, we have not kept any other programs in the field of labor . At that time, the Ministry of Labor and Transport said. We are making a 5-year strategic plan in the field of labor in Bagmati province. We have placed it on the ministry's website to get suggestions on its draft. I am loving that 50/50 percent budget is needed in the field of labor and transport .
Ministry of Labor of the province to produce manpower according to the demand of the market for internal job creation.
We are working on the development of skilled manpower according to the demand of the market . In the field of transportation, there is a lot of lack of long-distance bus drivers . The new generation has not mastered it . We are making a course for 6 months of training . We are planning to provide free driving training to women. After the topic of free driving training for women was announced, we got the news that there is a demand for women drivers in Japan. But since the issue of sending foreign employment is not within the jurisdiction of the ministry, we have to do something more. Couldn't .
In the field of labor, if the federal government gives any authority, the province can work as it wants.
The province should be given the right to solve the problems between workers and employers. Bagmati government is the closest government to employers and workers within Bagmati province. The province should also be responsible for looking after them. We want to work on building good labor relations. Now we can't even see if the workers are safe at the workplace . The center has all See policy. Some rights would have been delegated so that we could work within it. The provincial government also had to recognize the labor related laws .
We want to work according to the basic law . We want to coordinate closely with the center . During the period of one year, there has not been a single meeting with the labor minister of the center and the labor minister of the province. Instead, we have already met with the Minister of Transport twice. The issue of our rights should be sought with the federal government.
