Chief Minister of Gandaki Province Surendraraj Pandey has said that the demand for cancellation of ride sharing regulations is impossible. "If there is a need to amend this regulation after discussion, the government is ready for that," he said while talking to Pokhara-based Kantipur Correspondent Anup Paudel, "but demanding its repeal is an untimely rage."

The regulations introduced by the Gandaki state government have caused a stir across the country. The movement has been started by the transport businessmen . How do you see this movement as a decision-maker?

There was no need for the transportation professionals to make such a commotion about the regulations we brought. No . At present, ride sharing is still being done illegally. We have brought regulations to bind it to the law, manage security and insurance, and collect revenue for the province. In cases before the High Court, the Supreme Court, there is an order to regulate ride-sharing by making rules and laws. After the last decision of the Supreme Court on ride sharing in June 2081, it is being tried to move forward .

Ride-sharing has taken off all over the world . Served . Kathmandu, Butwal, Baglung cannot be reached from here. It is intended to make the transportation of Pokhara Valley simple, convenient and accessible. Now people who come to visit me from Pokhara Airport have only one complaint - Taxis in Pokhara are very expensive. So it is said that it should be simplified. It has a bit of competition . In today's era of open economy, it is not theoretically possible to say that we will not compete, we will do it alone, we will set up a syndicate . Ride sharing is good for riders, too. College students can afford their expenses. We have seen the attraction towards it.

While the government is saying that the regulations are fine, the businessmen are saying that they are trying to destroy us . Businessmen say that the government has not been able to explain to them ?

Yesterday we discussed with businessmen and labor organizations at different stages while drafting. He protested one day that ride sharing was going to be introduced when I was not in Nepal. After forming a negotiation committee, the movement was suspended at that time. Later, there have been talks with them many times . They have given their suggestions . We waited for them for one-and-a-half years after saying that we don't accept ride-sharing, we don't allow private companies to come. We talked many times. There is no solution for this since they said that we will not accept it under any circumstances . The government will work in favor of the people. It is not to destroy any one business, but only for the sake of business people, it cannot be done by killing the people . I am the representative of the people . First, my duty is to the people. My first job is to see from where services can be provided and concessions can be given to the people. There is no loss to the transporter while doing this work . They do not understand, they do not want to understand . They want to continue the syndicate they are building. I will not let you do that .

They have a unanimous demand that the regulation should be abolished. What happens now?

Their unanimous demand should be rejected . My monologue is that I will not withdraw the regulations. I apply anyway .

The government is ready to discuss if there is a need to make some changes in this regulation. We have also formed a negotiation team for that . They are not here to negotiate . If you say it should be abolished, that is not possible . This is a timeless raga . So, what I did is not in the interest of the people, is it? Is it against the people? The people had to say that now . Whether the work done by the government of Gandaki province is right or wrong, Nepali living all over the country and abroad also had to say whether it is wrong or right.

What is the meeting point between the transport business and the government? The problem can be solved through

talks. If you say we will not come to the talks, I have nothing to say .

According to the businessman, the red plates were hired against the provisions of the Union Government's Vehicle Act. Are they saying they will not allow it to happen under any circumstances ?

I am also a person who grew up from the movement and came here . I understand very well who says what and under what circumstances during the movement. I have to read the constitution first before what I say about the 2049 Vehicle Act . The constitution issued in 2072 states that if the provisions that conflict with the constitution are not amended within one year of the meeting of the federal parliament for the first time, then they will automatically become inactive . Therefore it is pointless to show the Act of 2049 . Even if that arrangement was not there, the issue of ride sharing has gone to the High Court, the Supreme Court . In many judgments, the Supreme Court has said to make a law and implement it . Having said that, where is it illegal? The law has been made according to what the Supreme Court said. Is it the same as Najir? Example becomes law later. Having said that, showing the law of 2049 means not reading the constitution and not understanding the verdict of the Supreme Court.

It was also seen that the tourist vehicle stopped. Has the movement slowly turned towards anarchy?

Chaos has increased . One thing is that now it is not only a matter of Gandaki province. It became a national issue . In the first memorandum that they submitted to me, there is a demand that the ride-sharing regulations of Gandaki province should be abolished . The remaining 6-7 demands are not with us but with the union government. It is the duty of the state to provide security. I used to shout time and again that we had to adjust the police under the state government . There should be a mechanism to control such incidents. If there was a police, all the responsibilities would be taken by the province. Now all the central government has to take . Because the first machinery of peace and security is the police. We don't have that. However, I do not think that the federal government will create chaos and allow it to be arbitrary . This (transportation business) does not work well in front of the people.

The businessmen whom you pointed out as reversible are questioning why Gandaki brought a law that was not brought by the Union and other provinces.

. I don't care what other people do. For those who like to work in favor of the people, others will not do it in favor of the people, why do you have to do it? I wanted to work in favor of the youth here. I wanted to be interested in whether the young people who went abroad can be kept in the country . So I did it first. I don't want to blame other friends . Others have also drafted! Someone is bringing from the ordinance . Why ? Where ? It doesn't matter who says it. I appeal to the people - is what I have done right or wrong? Now the people have to say .

This is the situation where the people are suffering. What do you say to this?
