The government has increased the number of national pride projects to 24. Among these, Pokhara Regional International Airport, Gautam Budh International Airport have been completed and are operational. The construction of Nijgadh International Airport, Budhigandaki Hydropower Project, Paschim Seti Hydropower Project has not started yet. Although the construction of Melamchi drinking water has been completed, it has to be rebuilt after the flood damaged the spring. Resource agreement and budget problems have been seen in road and irrigation projects. Especially, due to insufficient budget allocation for the road infrastructure of Gaurav, the work has not been able to accelerate. Why does the government always skimp on budget allocation for so-called pride projects? What should be done to speed up the construction of such projects? Bimal Khatiwada of Kantipur had a brief conversation with former secretary Kishore Thapa:
Projects of national pride are announced but not enough budget is given why ?
Our policy is to ensure the budget in the project of national pride . Gaurav's projects will be announced so that there is no upside in the budget. Now, Gaurav's projects are being added on the basis of political campaigns. Such projects increased in proportion, the capital budget did not increase in that proportion . Gaurav's projects were announced, but due to the lack of sufficient budget to provide them, it became difficult.
Like other projects, if there is a budget problem in Gaurav's project, why announce it as 'Gauravka'?
Nepal government is building some proud projects with its own resources. There is no foreign investment in it. For example: Kathmandu/Tarai-Madhesh Expressway (Fast Track) is built from own resources . There are other such projects. This has put a lot of pressure on the government. Even if it wants to, the government has not been able to give budget to Gaurav's projects.
Why is there a budget in normal projects, but not in Gaurav's projects?
No matter how many projects are focused on their constituencies, the number of those projects is increasing. The finance minister is also under a lot of pressure for the budget. The number of such projects is increasing. There are many types of competition to get the budget. The relevant minister is pressured and influenced to keep such projects in the budget .
Isn't this what happened with the tendency to share projects among leaders?
It seems that the Ministry of Finance is giving priority to projects focused on the constituencies of leaders rather than Gaurav's projects. It may also be necessary to sustain the government. As a result, there is a lot of pressure on the government to keep a budget for such projects . If there was enough budget in Gaurav's projects, the progress of those projects would increase . Work would also speed up . Therefore, there were many projects of national pride. By reconsidering that the progress in the project is not good . Let's cancel it, otherwise let's not call it a pride project and keep it as a normal project.
Do you mean to reduce Gaurav's projects?
, let's reduce the number of Gaurav's projects and make them few. So that enough budget can be allocated for it. Let's keep only those who are making good progress in their work . Let's give him enough budget . Let's either reduce or cancel the morbid pride projects that haven't started yet, that couldn't be done well.
