After the government removed Kulman Ghising as the Executive Director of the Electricity Authority, Prime Minister KP Sharma has been blocking both the meetings of the Parliament demanding an answer from Oli. The opposition parties have taken a stand that they will not allow the parliament to run until Prime Minister Oli gives an answer saying that Ghising has been removed from the cabinet.

On the other hand, the UML, which led the government, has said that the Prime Minister will not be able to answer the matter as it has reached the Supreme Court. Ganga BC of Kantipur had a conversation with UML chief whip Mahesh Bertaula about the stalled parliament.

The opposition has taken a stand that the Parliament will not be allowed to proceed

until the Prime Minister answers about the removal of Kulman as the executive director of the Electricity Authority.

After this demand of the opposition parties, serious doubts have been raised. What is the reason for saying that the prime minister is needed to answer the joint secretary level staff of a government agency? The Cabinet removed the old MD of Electricity and appointed a new one . This matter has gone to court. Article 105 of the Constitution states that raising questions in pending cases in the court is not a subject of discussion as it will hinder the administration of justice. According to the decision of the Council of Ministers, the concerned person has gone to court. It is unconstitutional to answer the same matter in the parliament . Asking for an answer on that matter is incongruous. The government is ready to listen after the opposition raised its voice in the parliament. The departmental minister is ready to answer the minister . Deputy Prime Minister and Finance Minister Bishnu Paudel is ready to answer on behalf of the Prime Minister if that is not possible.

The Deputy Prime Minister and Minister of Finance had also come to the Parliament ready to speak. We told the opposition that it is not good to drag the Prime Minister to the Parliament and make him speak. The opposition did not agree . This replacement bill is an exercise in failure. It is a conspiracy to make the Ordinance Replacement Bill fail when it reaches the National Assembly.

Don't you believe the statement of the opposition that the removal of Kulman has become a national issue?

How firing an employee becomes a national issue . There are about one lakh employees in the country. Earlier, UML did not block the parliament when the Maoist President Prachanda government appointed Kulman as the MD of Electricity Empowerment. At that time, when Hitendra Shakya, who was removed from MD, did not get justice, did we block the parliament? When the government removes an employee  Why do you have to protest? Why did the post of MD of Pradhirkan become important to the Maoists? The question has been raised.

What do you think the opposition is trying to do by blocking parliament?

Its main purpose is to prevent the present parliament from being dynamic. The opposition said that people's issues should not be debated in the parliament  are doing . During the Maoist-led government, 9 bills were passed. After the government led by UML, important bills like TRC on transitional justice were passed. It is clear that the opposition is trying to stop the passage of 15 important bills by the parliament. The opposition party wants to weaken the parliament . Not ready to revive parliamentary activities . The opposition is trying to drag the Prime Minister on the simple matter of removing an employee. This is not valid .

The opposition has put forward the bottom line that Prime Minister KP Sharma Oli should answer.

 

The Prime Minister has been addressing the Parliament based on necessity. Participated in the monthly Q&A. The Constitution does not allow the Prime Minister to be forcibly removed when the issue of removal of an employee is pending in the court . The prime minister cannot answer the matter pending in the court in the parliament .
