'If the Prime Minister does not answer, Parliament will be in contempt' [Interview]

After the government removed Kulman Ghising as the Executive Director of the Electricity Authority, Prime Minister KP Sharma has been blocking both the meetings of the Parliament demanding an answer from Oli. The opposition parties have taken a stand that they will not allow the parliament to run until Prime Minister Oli gives an answer saying that Ghising has been removed from the cabinet.

 The UML, which is leading the government there, has said that the Prime Minister cannot give an answer as this matter has reached the Supreme Court. Kantipur's Ganga BC had a conversation with Chief Whip of the main opposition party Hitraj Pandey

about the stalled parliament.

Why are you blocking the Parliament for removing the Executive Director of Electricity Authority Kulman Ghising?

Cabinet meeting removed Kulman Ghising, Executive Director of Electricity Authority. Therefore, the Parliament cannot function until the Prime Minister gives an answer. Our stance remains the same. This demand is justified. The opposition has not asked for an answer to every decision . 

Even last February, we protested against the attempt to remove Kulman led by the leader of the opposition party . Even now it is a continuation of the same topic. The government has taken a wrong decision by removing Kulman who is doing good work in the authority. It deals with matters related to public institutions . So it is important . The Prime Minister's answer has been sought due to the decision taken by the Cabinet meeting. The Prime Minister had to come to the Parliament and answer. Why was it difficult to come to the parliament and answer? Can't understand .

The government minister was ready to answer, but why didn't he agree?

We have not asked for an answer from the departmental minister or others. Energy Minister Deepak Khadka wrongly said in the Parliament that load shedding was removed due to India. He stated the fact . Other ministers did not want an answer . Shouldn't the government be accountable to the parliament? The government is ignoring the House . We understand that the government is irresponsible even though the opposition raised the issue for two days.  

The ruling party has accused the opposition of blocking the parliament to make the ordinance fail, and to block the bills in the pipeline.

After the government issued the ordinance, we also rejected it . We participated in all the processes when the ordinance was passed by the House of Representatives. We voted 'no'. We should not stop the parliament! We helped the process of passing the ordinance by sitting in the meeting till night. Now he has opposed the wrong decision of the government. The government should reward the executive director of the electricity authority for doing good work. The question has been raised in the parliament whether it was right or wrong. Why is it so difficult for the Prime Minister to answer while standing in Parliament? If you are accountable to the Parliament, why are you afraid to answer?

What will you do if the Prime Minister does not answer?

Government is not above Parliament . The bottom line of the opposition party is that the Prime Minister should answer . The issue of removing Kulman has become a matter of public concern. There are protests in the streets from the Parliament. We have questioned because the government has done wrong. We have not opposed hundreds of decisions of other governments!

There is an allegation of blocking the parliament to prevent political instability.

This is an accusation made by the ruling party. The government does not have to act in favor of the people. When the opposition raised a legitimate point, it was accused of instability . The people know that the government is doing wrong. Will the government be accountable to the parliament or not? The main question is . It is the right of the opposition to demand an answer to the wrong decision of the government. If the Prime Minister does not answer, we raise the question of contempt of Parliament.
