Former AIG of Nepal Police, Devendra Subedi, continues to speak in various forums in favor of structural and qualitative reforms and policy changes in the police. Having spent thirty years of his life in the Nepal Police, he is currently involved in studies and research.

The same with former AIG Subedi Kantipur Karma Vivek Pokhrel about the meaning of this in the context of the increasing number of people resigning in the army, armed police and Nepal Police who are retiring regularly than regular retirees. Edited excerpts from the conversation:

There are twice as many voluntary quitters as those who retire from the military and police services.  10 thousand 215  When Jana resigned, 5 thousand 256 people took compulsory retirement . Why has this situation happened?

This is the data of only five years . This number is alarming if not extraordinary. Long tenure in government service has its own advantages and stability .  Which has many advantages . Working in the security agency is not only a commitment to the nation, but also a high level of dedication  Yes . It is not so easy to get involved in such services . An increase in the number of resignations is inappropriate but not unusual.

The way society has changed, this is only a reflection of it . Job leavers are not only people working in the army/police but also a part of the society . The society itself has moved on to the migrating culture . The same practice has been seen in the case of quitting a job. People today don't seem to have the same sense of stability as they used to. The attraction to work that requires staying in one place for a long time is also decreasing . And everyone has the right to work wherever they go and in all fields there is a practice of choosing a better one to leave a good job .

For some people, the job of army and police is like a dream of life . Because after being in the army police, even family members get facilities like education and health for free . Why are people leaving this profession despite the seeming stability, security, and respect?

Our civilization is currently in the process of migration. Every third or second generation has experienced migration in their lifetime . This is not only a local phenomenon but a global phenomenon. If we look at this trend from a broader perspective, there is a constant search for changes and opportunities in the society. People take such steps to make life easy and convenient.

'Increasing tendency to quit jobs in army police may cause problems in future' It's natural to look for new, better opportunities . People are moving away from professional commitments to places of comfort and convenience . No one has left their job to live at home. Looking for new opportunities, they are moving forward in search of better jobs and higher incomes . Some are friends  Those who have gone abroad have also gone abroad. Another important reason is that the training and education of the Nepali Army/Police is sold abroad. Which is also important for foreign and Nepali labor market .

Earlier there were no such opportunities available after leaving the job or there were few . Therefore, the rate of leaving the job was also low . Inspite of all this, the number of admissions is very large . It can also be seen that after one leaves the job, there are new ones getting opportunities . When people who came to the service with special training and commitment leave their jobs, there is definitely some concern in those agencies . Although this is not a problem now, it may cause problems in the future. What will be done if the skilled manpower here is left? If it is not clear how many years to serve after entering this service, it will have a long-term impact.

The state can reduce the rate of leaving the job by increasing the salary and ensuring that the army/police are housed and housed ?

Nepal is still considered as a poor country all over the world. It means many things . What the government can and cannot do is one aspect, but another important aspect is the state of the country. And this thing  It also depends on the government's priorities. The state does not seem to be trying to solve the problems seen now.

'Increasing tendency to quit jobs in army police may cause problems in future' But there are some things, if you pay attention to it, the number of people who quit their jobs will decrease . For that, the police should be given a house . And the army/police should also work to increase the importance of the profession . We should also work towards increasing incentives such as rewards and service facilities . Which changes the way of thinking about the profession . If the general needs are met, people will not leave this life easily and go out . According to the price here, if they meet the requirements, the problem will be reduced .
If those who are in the army police job leave the job, won't the security system of the country be affected?

Skilled people leaving is a problem. Because the state has invested a lot of money and time in those people . Such manpower is not ready immediately. Experienced people lose even more when they leave the job . It is difficult to prepare the same manpower again when leaving the job while demonstrating the ability . As the lower rank army policemen will quit and they will go to the labor rank, there will be no impact on the security. But what they are doing to leave the job here makes sense .

What is the reason why this problem is not seen in the upper ranks when the number of people leaving the job is high in the lower ranks?

The reason for this is the large size of the world labor market . Jobs suitable for upper level people are less in the world market . The demand for educated people is low . But the demand for labor is increasing.  People working in lower positions go for secretarial purposes or other jobs . While those who have worked in higher positions do not easily get jobs according to their abilities . Because that country's own manpower is available in those places even abroad. Some high-ranking people are likely to reach politics, but this cannot be considered as the only basis of measurement . Those who have reached a high position in the profession may not think that money is everything.  Because as soon as you go abroad, the status in Nepal is reduced .
