The Council of Ministers meeting held on 2nd April had decided to allow the minister to appoint secretary-level advisors and nine members to his personal secretariat.

The Ministry of Education and Sports has appointed Shailendra Jha as an advisor. Jha, who is involved in studies and professional research at Vanderbilt University in the US under the Hubert H. Humphrey Fellowship, was appointed as an advisor by the ministry.

Earlier, when Jha Balendra Shah was the mayor, he was working as a board member for education, technology and social innovation in the Urban Planning Commission of Kathmandu Metropolitan City. Jha has a master's degree in information and communication engineering from Germany, development management from the Philippines, and applied economics from Bangladesh.

The cabinet meeting held on April 2 had decided to appoint secretary-level advisors to the minister and nine members in his personal secretariat. Now, each minister will be able to appoint three to five special category (secretary-level) advisors and form a nine-member personal secretariat, including a chief personal secretary.
