The ordinance brought by the government has removed the vice-chancellors, registrars, chairmen and other officials previously appointed by the government in all universities and health science institutes and these related regulatory bodies. On the recommendation of the government, President Ram Chandra Poudel on Saturday issued an ordinance to amend some Nepal Acts related to universities, an ordinance to amend some Nepal Acts related to health science institutes and a special provision regarding the removal of public officials Ordinance-2083.

The appointment of the chairman, member secretary and nominated members of the National Examination Board, including the chairman, has been revoked by amending the Education Act 2028. The post of chairman of the board, Mahashram Sharma, has been vacant after completing his 4-year term. The appointment of member secretary Jang Bahadur Aryal has been revoked. There is a provision for the ministry to appoint member secretaries from among the senior employees of the board.

There is a provision for the board to appoint three members, including two women, from among the educationists and two board members from the principals of private and community schools by the ministry. Five educationists and principals appointed by the previous government have been removed from the board. With the amendment to the Education Act, Teachers Service Commission Chairman Madhu Prasad Regmi, members Pavitra Subedi and Ram Sharan Sapkota have also been removed from their posts. There is a provision for their appointment based on the recommendation of the selection and recommendation committee of the coordinator of the Public Service Commission.

Tribhuvan University Vice-Chancellor Deepak Aryal, Rector Khadga KC, and Registrar Kedar Rijal have also been removed from their posts. However, they had resigned from their posts after the news that the government was going to remove them from the ordinance. In addition to ex-officio members, others have also been removed from the TU Assembly. TU Service Commission Chairman Ghanshyam Bhattarai and member Ajay Bhattarai have also been removed from their posts. They are appointed by the Prime Minister and the Chancellor. They are appointed on the basis of the recommendation of the Selection and Recommendation Committee chaired by the Minister of Education and the Vice-Chancellor.

Other than the nominated and ex-officio members of the Executive Council and Academic Council of Tribhuvan University, they have also been removed from their posts. There is a provision for the appointment of 2 members from among the deans and 2 from among the professors of the university by the Vice-Chancellor. The appointment of the nominated members other than the Vice-Chancellor, Rector, and Registrar has also been revoked, leaving the Executive Council with zero members. Deans, campus heads, and professors who were nominated to the Academic Council have also been removed.

The appointments of 10 people, including the Vice-Chancellor of Kathmandu University, Achyut Wagle, Registrar Rajiv Shrestha, and deans of all 7 schools, have been revoked. Although there is a provision for the mayors of Dhulikhel and Banepa municipalities to be members of the assembly in KU, they have also been removed. University Grants Commission Chairman Devraj Adhikari, Secretary Gyan Bahadur Thapa and appointed members have also been relieved of their posts. Vice-Chancellors and Registrars of all universities with Prime Ministerial Chancellors including Purbanchal, Pokhara, Nepal Sanskrit, Agriculture and Forestry, Mid-West, Far-West, Lumbini Bouddhana, Rajarshi Janak have also been removed from their posts. Similarly, the Vice-Chancellors and Presidents of Yogmaya Ayurveda, Shahid Dasharath Chand Health Sciences and Madan Bhandari Universities have also been removed from their posts through an ordinance. Some of the deans and directors of the universities and the chairmen of the Service Commission have also been relieved of their posts.

Binju Kumar Thapaliya in the Eastern Region, Hemraj Pant in the Far West, Bedraj KC in Pokhara, Sharada Thapaliya in Agriculture, Dhubra Kumar Gautam in the Midwest, Subarnalal Bajracharya in Lumbini, Madan Bhandari University President Rajendra Dhawaj Joshi, Sanskrit Dhaneshwor Nepal Yogmaya University Vice Chancellor Ramesh Kumar Dhungelai, and registrars have also been removed from their posts.

The vice-chancellors and office bearers of all health science institutes have been relieved of their posts through the ordinance. It is mentioned that the vice-chancellor, registrar and dean of the National Academy of Medical Sciences, including Bhupendra Kumar Basnet, will be removed from their posts. The vice-chancellor of BP Koirala Institute of Health Sciences, Bikram Prasad Shrestha, along with the rector, registrar and hospital director, have also been removed from their posts. The vice-chancellors and office bearers of Patan Institute of Health Sciences, Pokhara, and Karnali Institute of Health Sciences have also been relieved of their posts. As per the provisions of the ordinance, Patan Vice Chancellor Buddhi Prasad Poudel, Rector Sirjana Shrestha, Registrar Paras Prasad Acharya, Dean Nebishman Singh Pradhan and Hospital Director Ravi Shakya have been removed from their posts. Karnali Vice Chancellor Pujan Kumar Rokaya, Rector Double Bahadur Dhami and Registrar Laxmichandra Mahat have also been relieved of their posts. Pokhara Vice Chancellor Bharat Bahadur Khatri has also been relieved of their posts.

Ravi Malla, Executive Director of Shaheed Gangalal National Heart Disease Center, and the Chairman and Executive Director of BP Koirala Memorial Cancer Hospital have also been removed from their posts. Nepal Medical Council, Nepal Health Research Council, Nursing Council, Ayurvedic Medical Council, Pharmacy Council, Nepal, Health Professionals Council, Nepal Veterinary Council, Nepal Academy of Science and Technology, and Nepal Agricultural Research Council have also been removed from their posts. The office bearers of Nepal Academy of Fine Arts, Nepal Academy of Music and Drama, and Nepal Academy of Arts have also been relieved of their posts. Chancellor Bhupal Rai, Vice Chancellor Bimal Krishna Shrestha and Dhan Prasad Subedi were members of the Academy. The ordinance to remove them states that

Vice Chairman of the Medical Education Commission Dr. Anjani Kumar Jha and 4 directors have been relieved of their posts. The provision is that the Prime Minister will be the chairman of the commission. Nepal Medical Council Chairman Dr. Choplal Bhusal and members have been removed from their posts. The ordinance to remove members including Nursing Council Chairperson Munakumari Thapa and Registrar Shukla Khanal has been mentioned. The appointment of members including CTEV Member Secretary Mahesh Bhattarai has also been revoked.

Former Chairman of the University Grants Commission Bhim Prasad Subedi said that the decision should be taken positively, assuming that the government had relieved them of their posts with good intentions. ‘A large vacancy at once can create confusion. The appointment process should be clear to remove confusion,’ he said, ‘Even if only the top positions were removed, it would have been done. It may take a long time to make new appointments at the bottom, which may affect the work.’ Chairman Subedi said that the current government will not be free from accusations if the professors, employees and professionals appointed by the previous government are removed and new appointments are made. ‘It is customary that people from the party that is in power are appointed. Those appointed by this government may also be accused of being people from the National Independent Party.’
