A case has been filed in a special court on charges of corruption involving the principal and accountant of a community school in Damak, Jhapa.
The Commission for the Investigation of Abuse of Authority (CIAA) on Tuesday filed a case against the principal of Himalaya Secondary School in Damak Municipality-2, Omprakash Upadhyay Acharya and accountant Dayasagar Acharya, demanding imprisonment and fine and recovery of the embezzled amount of Rs 9,386,309.
While investigating a complaint alleging irregularities in the construction of the school's model building, it was confirmed that the principal and accountant had colluded in corruption, and a case was filed against the defendants involved in the irregularities, said CIAA spokesperson Suresh Neupane.
While investigating a complaint alleging irregularities in the budget from FY 2077/8, the valuation of the model building in the first phase was fixed at Rs 8,073,259. Similarly, it was found that the construction of the first floor additional structure was done by appointing a consultant himself and signing an agreement on 10 Chaitra 2078 BS and spending Rs. 67,79,995. The estimated cost of the building was Rs. 14,853,235. However, as per the bill/invoice and general statement voucher and payment details received from the school, Rs. 27,79,992 was paid for the construction of the first floor building.
According to the CIAA, it was found that a false bill of expenditure was made stating that the building was constructed for more than the estimated cost and a document showing that there was overspending was prepared, resulting in an overpayment of Rs. 59,26,686. Similarly, the principal and accountant, in collusion, embezzled Rs. 1,660,101 from the year 207778 BS and also committed irregularities of Rs. 1,796,521 by personally using the school's cash.
Thus, the Authority has filed a case, fixing the total amount including the building construction, embezzlement, and the transfer of government funds from personal accounts.
