The Kathmandu Valley Mayors Forum has decided to enroll students from April 11 and start teaching from April 15.
The forum, an organization of mayors of municipalities in Kathmandu, Lalitpur and Bhaktapur, has said that it has taken this decision, saying that the local level has the authority to enroll students up to secondary education.
Forum Chairman and Mayor of Lalitpur Metropolitan City Chiribabu Maharjan issued a press release and asked to start teaching from April 15. The Ministry of Education had decided to enroll students from April 15 and start teaching from April 21 and requested the local level. The Municipal Association and the Federation of Rural Municipalities opposed the request and urged the local level to operate schools according to their own preferences.
The Mayors Forum stated that Schedule 8 of the Constitution states that basic and secondary education is the sole right of the local level. The forum says that starting teaching late will harm the learning achievement of students. The press release states that parents and stakeholders have also requested to operate schools early.
Keeping in mind the fuel crisis, it has been requested to use electric vehicles and adopt alternative measures including online classes to prevent disruption to school operations and teaching. 'To minimize the possible damage to students' learning achievements and to maintain uniformity in the educational environment of the Valley, it is necessary to resume teaching in all schools in accordance with the spirit of the academic session,' the statement said.
