The Ministry of Education, Science and Technology has launched a help desk at the Education Development and Human Resource Development Center to receive complaints and grievances regarding excessive fees charged by private schools. 

On Wednesday, Ministry Spokesperson Shiva Kumar Sapkota issued a press release informing that the desk has been established.

‘A help desk has been established at the Education and Human Resource Development Center for the purpose of reporting and facilitating complaints and grievances related to student fees, so if anyone has a complaint or grievance, they can call the same desk and get further assistance,’ the release said. The release states that the director of the center, Nimprakash Singh Rathore, can be called or emailed at 98511214638.

The ministry has also reminded private schools not to enroll students before the start of the academic session and not to charge fees higher than the approved standards. Earlier, the ministry had issued a press release and issued a circular to the local level asking them not to charge excessive fees. As per the Supreme Court order, the ministry has asked to enroll students only after the academic session begins.

 'There have been complaints that some private schools are still charging illegal fees,' the statement said. Spokesperson Sapkota has instructed to refund the illegally collected fees to the students. If the excess fees are charged, the Ministry of Education has requested the Ministry of Home Affairs, the concerned District Administration Office and local levels to coordinate the necessary action to take action as per the Education Act 2028. 

There is a provision in the Act that if a school charges fees contrary to the provisions, it must refund the fees or the school that charges excessive fees can be fined up to 25 thousand.  According to the Institutional (Private) School Fee Determination Criteria Directive 2072, private schools will be allowed to charge fees under 14 different headings.

It is mentioned that monthly tuition, annual, admission, deposit, examination, computer, transfer certificate, special training, accommodation, food, transportation, educational tours, inter-school competition operations and educational materials can be charged.

  It has been arranged that monthly tuition fees cannot be charged for more than 12 months in a year. According to the fee heading and criteria details of the guideline, the admission fee will be charged only once for the class in which the student is admitted. The admission fee will not be more than 1 month's monthly fee. These fees will be charged only after getting approval from the concerned body.

There is a provision that the school must get the fee approved from the concerned local level. The guideline states that the annual fee can be charged only equal to 2 months' approved monthly fee. The annual fee amount will have to be spent on sports, extracurricular activities, laboratory, library, building, including physical maintenance and first aid.
