The Ministry of Education, Science and Technology has issued instructions not to appoint Discipline Incharges (DIs) in educational institutions. The ministry has issued instructions to immediately remove the DIs after receiving complaints about the appointment of DIs to keep students disciplined.
Education Minister Mahabir Pun has issued a 10-point directive to educational institutions operating higher education affiliated with foreign educational institutions, reminding them to follow the rules and conditions.
‘There have been complaints that a Discipline In-Charge (DI) has been appointed within the educational institution to keep students in discipline, and this has had a negative impact on the learning of the students. If such a system has been implemented in the educational institution, it should be removed immediately and a student counseling room should be established to provide support and advice to the students and provide proper counseling to the students,’ the directive states. The complaints received from students, parents and stakeholders have been urged to be addressed from the room.
Similarly, the Ministry of Education has directed that the fees charged by educational institutions affiliated with foreign institutions be made public within 15 days and submitted to the ministry. ‘The details of all types of program-related fees charged from students shall be kept transparently visible to all and a certified copy thereof shall be submitted to the ministry within 15 days,’ the directive states. The ministry has also asked that the number of students per class and class-specific learning activities be made public.
Educational institutions have been instructed to operate programs of permitted subjects, levels and durations only at the designated locations. Students should be provided scholarships in a transparent and fair manner and details of the same should be sent to the ministry. Only teachers who have attained subject-specific competence and qualifications have been instructed to be involved in teaching.
