The third call for applications for the post of first vice-chancellor of Shahid Dashrath Chand University of Health Sciences in Dhangadhi, Sudurpaschim Province, has received few applications. Coordinator of the Vice-Chancellor and Registrar Selection and Recommendation Committee, Jayaraj Awasthi, said that some applications have been received for the post of vice-chancellor and their verification is yet to be done.

The committee had issued a third notice to submit applications by Mangsir 28. After not receiving applications twice, Education Minister Mahabir Pun had also called on those who wanted to become the vice-chancellor through social media.

‘Some applications have been received for the vice-chancellor. We have not even opened them because they were submitted under seal,’ he said. ‘Ten applications were received for the registrar. We are preparing to make the shortlist public after verification.’

The recommendation committee had invited applications for the vice-chancellor for the first time on Kartik 16 and the second time on Kartik 30. After not receiving a single application, on Mangsir 23, the committee had extended the time to submit applications until Mangsir 28.

‘Even after advertising the post of vice-chancellor twice, no application was received. Therefore, any interested patriotic child of Mother Nepal who has worked as a professor and doctor in the health sector with the aim of serving the motherland, please apply or contact me,’ Education Minister Pun had publicly called.

Stakeholders have criticized the lack of applications due to the lack of qualifications for the Vice-Chancellor specified in the University Act. The Shahid Dashrath Chand Health Sciences University Act 2082, passed by the Federal Parliament, was certified by President Ram Chandra Poudel on Ashad 4. After that, the process of appointing the Vice-Chancellor, Registrar and other officials began.

The minimum qualifications for the Vice-Chancellor are as follows: Must have obtained a PhD, DM, MCh or equivalent degree in a subject related to medical education; Must have worked as a professor for at least 10 years; Must be 35 years of age and not more than 61 years of age.

The recommendation committee has stated that applications have been received from Chandra Prakash Bhatta (Lalitpur), Pramod Kumar Yadav (Dhanusha), Double Bahadur Dhami (Bajhang), Khemraj Joshi (Kanchanpur), Shiv Prasad Sapkota (Kailali), Damaru Paneru (Kanchanpur), Govinda Singh Bista (Baitadi), Shila Mainali (Bara), Bhim Bahadur Chand (Baitadi), Padmaraj Joshi (Kailali) for the post of registrar. A shortlist will be made from these and the recommendation process will be taken forward.

The government has formed a committee under the coordination of Awasthi, with Bharti Joshi and Deepak Mahara as members, to recommend the appointment of vice-chancellor and registrar. Awasthi is the former vice-chancellor of Sudurpaschim University, while Joshi and Mahara have been appointed as expert members.

The educational qualification for the registrar is a master's degree in any subject. Must have five years of work experience in higher education, teaching, academic research, health service executive administration, former secretary to the government or similar positions. The committee has issued procedures for the selection and recommendation of vice-chancellors and registrars and has initiated the process.
