A corruption case has been filed against four people, including Dilliram Prasai, Joint Controller of Examinations, Tribhuvan University Regional Examination Controller's Office, Eastern Region, Biratnagar.
The Commission for the Investigation of Abuse of Authority (CIAA) has filed a case in a special court on Wednesday against Prasai, the coordinator of the Joint Examination Controller Selection Committee, Jayalakshmi Pradhan, and members Motilal Sharma and Meghraj Pokharel. The CIAA has filed a case against Prasai and two others while investigating the case against him for allegedly taking advantage by submitting details of a PhD (doctorate) qualification that he did not have.
Tribhuvan University, Registrar's Office, Kirtipur, Kathmandu, had submitted details of qualifications that Prasai did not have in the Joint Examination Controller Selection Committee examination. Last year, in Bhadra, Tribhuvan University had opened the application for a Joint Examination Controller for the Regional Examination Controller's Office, Biratnagar. Out of these, six applicants submitted applications, and a three-member selection committee was formed, consisting of Pradhan of Padmakanya Campus, Sharma of the TU Chemistry Department, and Pokharel. After the committee selected and appointed Pokharel, a complaint was filed with the CIAA alleging illegal recommendation. After the investigation, the doctorate certificate submitted by Prasai was found to be fake, and a case was filed against Prasai and three members of the recommendation committee, the authority said.
The investigation was launched after it was found that the committee had also given marks for doctorate to Prasai. The authority said that Prasai himself, knowing that he did not have a doctorate, obtained the doctorate certificate without obtaining the provisional certificate of doctorate with malicious intent.
'Dr.'s name is also written on the office calendar and name plate. It has been revealed that the public servant, with malicious intent to benefit himself, introduced the practice of obtaining a doctorate degree, insignia, and certificate that he did not receive, and submitted an application form for use, used it, and used it to claim that he received a doctorate degree that he did not receive,' the charge sheet states, 'The coordinator of the said Joint Examination Controller Selection Committee, Prof. Dr. Jaya Lakshmi Pradhan, members Prof. Dr. Motilal Sharma and Prof. Dr. Meghraj Pokharel, who was supposed to calculate the examination results and recommend the appointment at Tribhuvan University, had the applicant for the post of Joint Controller of Examinations, Dilliram Prasain, with malicious intent, in collusion and planning, manipulated the examination results and obtained the position, status, and facilities of Joint Controller of Examinations, by concealing what he had done or showing what he had not done, and by recommending for appointment with a false report based on the same false details. Since it has been established that the act constituted an offense under the Prevention of Corruption Act, 2059, a charge sheet was filed against the defendants.
