Breaking the practice of appointing Vice-Chancellors on the basis of merit through open competition, Education Minister Pant recommended three names based on political affiliation.
Professor Deepak Aryal has been appointed as the Vice Chancellor of Tribhuvan University. Prime Minister and Vice-Chancellor KP Sharma Oli appointed climate science professor Aryal as the 21st Vice-Chancellor of the University on Wednesday. Aryal has taken oath with Chancellor Oli and resumed his post.
Vice-Chancellor Aryal is the former head of the Department of Water and Meteorology. He has a degree in meteorology from Trivial University and a master's degree in atmospheric science from Nagoya University in Japan. He is the son of famous humorist Bhairav Aryal from Kathmandu Jorpati.
With the appointment of Aryal, Trivi got the leadership after 3 months. The then Vice Chancellor Kesharjung Baral's resignation was accepted on March 28, citing Chancellor Oli's interference and non-cooperation. Rector KC was given the responsibility of Acting Vice-Chancellor on 2nd Baisakh.
After Aryal became the Vice-Chancellor for a four-year term, the way has opened for KC to return to the responsibility of the Rector. The responsibility of acting rector was assigned to Dean Dwivinand Dhakal of the Faculty of Humanities.
The committee chaired by Education Minister and Vice-Chancellor Raghuji Pant recommended the names of Aryal, Acting Vice-Chancellor Khadg KC and Professor Vinil Aryal on Monday. All three recommended
s are tenured Emalenikat professors. Earlier, when Ashok Rai, Sumana Shrestha and Vidya Bhattarai were Education Ministers, the practice of recommending and appointing Vice-Chancellors on the basis of merit was conducted by inviting applications in universities including Terti. The practice of merit was started after the criticism that the political leadership recommended academic leadership to 'get rid of Goji' on the basis of political partisanship.
This time, 12 professors applied to the Secretariat of the Minister of Education to become the Vice-Chancellor of the University. The applications were submitted at the request of the Minister of Education, the UMLenikat professors' organization and voluntarily. Academicians have also been criticizing the way in which the political leadership selects the academic leadership 'from Goji'. In the 'Procedures for Selection and Recommendation of Vice-Chancellors' issued by the Ministry of Education for universities including tertiary institutions, there is a provision to evaluate research, teaching experience, book publication, plans, thinking papers. But this time the vice-chancellor has been appointed after violating the procedure.
University Senate in Baluwatar
Vice-Chancellor and Prime Minister Oli has convened the Annual Day Meeting and General Assembly (Senate) of the University at his residence, Baluwatar. Bishnu Prasad Subedi, Deputy Secretary of the Office of the Prime Minister and Council of Ministers, has written to the Vice-Chancellor of the University and informed that the Senate will be held in Baluwatar on Thursday. The Senate of Pokhara University was also held in Baluwatar on Wednesday.
Oli's move of not appointing a vice-chancellor for three months, calling a university meeting at the Prime Minister's residence and swearing in the vice-chancellor has been criticized by former vice-chancellors and other professors. But ignoring that, he has been swearing in most of the university meetings and vice-chancellors in Baluwatar.
Earlier, the Senate of the University was scheduled for last Sunday. The meeting called to pass the budget of the next year of the University and the list of 90,000 students who have received academic degrees (grace list) was stopped after the instructions of Prime Minister Oli. The annual meeting of the university is held according to the date. As the Chancellor and Prime Minister Oli are on a visit to Spain, the meeting to be held on Asar Shukla Navami (Friday) was scheduled for Sunday. Postponing the meeting that day, Oli went to Humla to inaugurate the bridge.
