Lumbini State Chief Minister Chetnarayan Acharya has said that the responsibility of running public campuses should be given to the state government. Stating that the provincial government is active in policy, structural and practical reforms for the strengthening of the higher education sector, he expressed the opinion that the provincial government is capable of running public campuses.
Addressing the state-level meeting organized by Public Campus Professors' Association Nepal Lumbini State Committee at Airavati Multipurpose Campus in Deukhuri on Saturday, he said that cooperation between the government and public campuses is necessary to improve the quality of higher education.
``The state government has been continuously paying attention to the educational and physical improvements of public campuses. Now it is better to reform the policy and give the responsibility to the provincial government,'' he said. It can be improved and cooperation can be increased.''
Community campuses are the main means of taking the children of basic level citizens to higher education, he said that it is necessary to remove legal obstacles for regular support from the province. He also mentioned that the demand to hand over the responsibility of the public campus to the state government is constantly being put before the federal government. ``We have been repeatedly telling the federal government. Public campuses should be given to the state government,'' he said. The responsibility up to class 12 has been given to the local level. The federal government is responsible for all higher education. Even in such a situation, we have been performing our religion.
Acharya said that the government is creating policies with the self-awareness that the dream of a prosperous Lumbini province cannot be fulfilled without the development of the education sector. Expressing his belief that the situation will become clearer with the coming of the Education Act, he said that the state government is seeking rights in the education sector. ``Now the provincial government is in a state of powerlessness. If we are given the responsibility of running a public campus, we are ready to fulfill that responsibility,'' he said, ``Let the school be run by the local level. The federal government should take the responsibility of universities and individual campuses. But the responsibility of running public campuses should be given to the state government.
Chief Minister Acharya also said that a merger policy is necessary for the sustainable future of community campuses and improving the educational quality.
