According to the Nepal Teachers' Federation, the provisions of the School Education Bill passed by the sub-committee under the Education, Health and Information Technology Committee are anti-teachers.
The sub-committee chaired by MP Chabilal Vishwakarma discussed the bill on a quarterly basis and submitted a report to the committee on Sunday. The president of the federation, Laxmikishore Subedi, said that the issues mentioned in the report are more illiberal and anti-teacher-employee than the original bill. He says that the bill has not come according to the agreement made by the federation in 2075, 2078 and 2080 with the government.
President Subedi expressed his dissatisfaction through social media and wrote, 'The report of the bill was seen to be more lenient and anti-teacher-employee than the currently registered bill in many respects. All consents were taken. Even the recent 2081/082 agitation seemed to be forgotten. Now there is no alternative to fight even harder.'
According to the agreement, the federation had held a street protest in Kathmandu for 29 days from March 20, demanding the release of the school education bill. President Subedi said that the
bill did not give justice to teachers including temporary relief, ex-Umawi, temporary/contract, learning grant, technical edge, special education etc. as agreed. Mentioning that in the report of the sub-committee, such teachers are limited to 60 percent of the seats, Subedi wrote, 'The arrangement of periodic promotion is also like the moonlight. The teacher was transferred even more. The problem of calculation of provisional period was also not addressed. Departmental action remained the same. The problems of children's class teachers and school staff could not be addressed. They tried to do injustice to everyone.'
Although the bill mentions the periodic promotion of teachers in 10 years, teacher transfers in 2, 5 and 7 years, giving minimum wages to school employees, but no consensus has been reached on making the Early Childhood Development Class (ECD) two years and keeping it in the school structure.
