Public administration campus board of directors has formed a selection and recommendation committee (short committee) on Tuesday for the appointment of the campus head.
Associate Professor Narendraraj Paudel, Chairman of the Board of Directors informed that a 3-member search committee has been formed. A committee has been formed under the coordination of Professor Balkrishna Shrestha, with Professor Silu Pradhanang and Achyut Gyawali as members.
The Acting Campus Head Haribhakt Shahi has been running the Angik Public Administration Campus of Tribhuvan University arbitrarily for 9 years. Although he was the ex-officio member secretary of the Royal Board of Directors, he was obstructing the meeting of the Board of Directors and the formation of the search committee. Since 2077, efforts have been made to form a search committee for the appointment of the campus head and to proceed with the process, but it has failed. Paudel also tried to call the meeting of the board of directors since last November but succeeded only after 3 months.
After campus chief Shahi canceled the meeting, the Executive Council of Tertiary University, Vice-Chancellor Kesharjung Baral and other officials and Dean's office of Faculty of Management intervened to cancel the meeting. The search committee was formed in the meeting held in the presence of Dean Mahanand Chalise, Faculty of Management. An official said that Shahi was ready after the Executive Council warned that it would be suspended if it disobeyed the instructions to call the meeting. According to Paudel, chairman of the board of directors, the committee will request applications for the appointment of the campus head. Campus head will be appointed on the basis of competition. 5 people will be shortlisted on the basis of merit and seniority among those who apply according to the norms related to the autonomous campus operation. After interviewing the shortlisted, the names of the best 3 people will be recommended to the board of directors.
The management committee sends to the executive council for appointment and the executive council presided over by the vice-chancellor appoints the campus head. The tenure of the Campus Head will be 4 years. As the code of conduct was implemented after the announcement of Swaviyu elections on 5th of Chait, the board of directors will start the work related to selection and recommendation of the campus head only after 6th of Chait.
Tirtharaj Khanian, the then Vice-Chancellor of Trivia, appointed Shahi as the campus head on October 7, 2073. At that time, the professor of the campus raised a question saying that Shahi was appointed on the basis of political affiliation from the most conservative. According to the University Law, his tenure ended on October 7, 2077. But the then Vice-Chancellor Dharmakant Baskota said that until there is another arrangement, he gave the responsibility of acting campus head. In the rules of the University, there is a provision that the position of the campus head and other officials can be assigned for a maximum of 3 months. According to the teachers of Public Administration Campus, Shahi has extended the term by 5 years by making many attempts to obstruct the appointment of the new campus head.
Professors, staff and students from the University, Ministry of Education, Vice-Chancellor's Office to the Abuse of Authority Investigation Commission and the National Vigilance Center have repeatedly complained about Shahi's illegal tenure as the campus head. The professors complain that Shahi is acting against the code of conduct of the examination by allowing his son unit to participate in the examination. It has also been revealed that he has appointed the relatives of leaders of Congress, UML and Maoists on contracts and wages to illegally retain the position of campus head. Although the campus conducted the examination for filling the staff positions, the results were not made public, but 8 relatives were given jobs.
The head of the campus was also elected as the president of the same campus in the year 2063 on behalf of the union. It is alleged that he is holding on to the position of campus head illegally based on political access. Shahi has been saying that because the board of directors and the search committee could not work, the campus head could not be selected and appointed.
