It has been found that Haribhakt Shahi, the head of public administration campus, has given appointments to political party leaders and activists' relatives in order to stay in office. By stopping the process of filling the posts on the basis of competition, he appointed the wives, sisters, nieces and relatives of Congress, UML and Maoist close leaders on contractual and salary basis.

Shahi has been the campus head illegally for 5 years. Although his tenure ended in 2077, Tribhuvan University has not been able to remove Shahi and appoint another campus head. A professor of public administration has alleged that in order to secure his position, he appointed relatives of people with vested interests in the campus on contractual and salary basis. The results of the examination conducted for the appointment of employees in the year 2075 have not been made public yet. "The recruitment committee conducted the examination by advertising," said the teacher, "the results have not been published yet. A recruitment center has been made for the relatives of accessible leaders-activists, showing lack of staff.'

• According to the information given by an employee of the campus, Shahi is the wife of Congress Dadeldhura leader Virendra Thapa since 2077 Godavari Thapa, former leader of the Navy and Ritika Chhetri, the niece of former SWIU president Pankaj Chhetri, Srijan Timilsina, sister of Kathmandu in-charge of ANRASWIU Dharmaraj Timilsina, Kamla Shah, wife of Maoist activist and former leader of Akhil Revolutionary Dharma Singh, has been appointed to the campus. Similarly, he has given jobs to his nephew Bhupendra Shahi, his relative Vikas Budha, his son Newton Shahi and his friend's son Siddharth Koirala on contract and salaried jobs in the campus. Another relative whom he appointed voluntarily has left the job.

• Campus had formed a vacancy committee under the coordination of Professor Shri Krishna Shrestha and advertised for Naib Subba and Kherirar levels in the financial year 2075/76. More than 35 people applied. The exam was also conducted. But one competitor complained that the result was not published till now. We applied after paying the fee. The exam was also done. But the results have not come for 6 years, she said. 
• The campus head Shahi said that after the students of the Union and Aneraswa University obstructed the publication of the results, the appointment was given to the person recommended by them. If only one party is appointed, there will be opposition. That's why I have given space to people from all parties," he said. Aneraswaviyu Kathmandu in-charge Dharmaraj Timilsina admitted that when the campus head started appointing people close to him arbitrarily, they also named him. Timilsina is an alumnus of the same campus and is also the former unit president of Aneswaviyu. "We put pressure on the campus chief to stop the abuse," he said, "I put everyone's people in charge." 

Congress president Sher Bahadur Deuba's close leader Birendra Thapa's wife Godavari has been accused by the campus head of sub-level appointment in the contract. She is an employee of the royal secretariat. Ritika, the niece of Pankaj Chhetri, former President of Public Administration Campus, is working in the campus library. "She was brought to the campus as an intern," said a vice-professor, "now she receives a monthly salary as a salary."

In 2076, when Shahi was the head of the Public Administration Department, Shahi appointed Maoist activist Dharam Singh's wife, Kamala Shah, to the department on a contract basis. While he was in charge of the campus head, he also held the dual responsibility of the head of the department for about 9 months against the rules. He has entrusted nephew Bhupendra with the responsibility of the sensitive and secret examination branch. He is also appointed under contract.  Although Gayatri Shrestha of Subbastar is the head of the examination branch, the teachers say that all the work is done by Bhupendra under the direction of the campus head. Shahi's son Newton is a guard in the exam. According to the employees, Bikash Budha, who is a relative, was appointed as a wage earner and was also made to do housework. Vikas takes salary from the campus. But he also has to do the housework of the campus head," said an employee of the campus. According to campus sources, he has also appointed his friend's son Siddharth Koirala and is providing salary facilities from the campus.

Campus head Shahi did not call a meeting of the board of directors for 9 years and even the executive council of the university could not intervene to solve the issue of holding on to one umbrella post against the law and rules. Vice-chancellor Kesharjung Baral, Rector Khadg KC and Registrar Kedar Rizal instructed Dean Mahanand Chalise of the Faculty of Management to coordinate the meeting of the Board of Directors, but no positive response was received, said a member of the Executive Council. Chalise was given until Friday.

 There is a provision that the executive council can intervene if the campus head is absent and appoint an acting campus head for 3 months and proceed with the process of appointing the campus head. A campus management committee has been formed under the chairmanship of associate professor Narendraraj Paudel. It is arranged that its member secretary will be the head of the campus. There is a rule that the Executive Council appoints the Campus Head based on the recommendation of the Board of Directors. But Shahi, who is also the member secretary for 5 years, has been running the campus single-handedly without calling the meeting of the board of directors.
