A teacher of a community school under Parsa's Bahudarmai Municipality has handed over the keys of the school to the Chief District Officer saying that he has not been paid for seven months.

The teachers-employees of 20 community schools, who have not received salary and service facilities since July of the current financial year, handed over the keys to Chief District Officer Ganesh Aryal on Sunday. The teachers reached the district administration carrying placards with slogans such as "Have we lost our salary since July 2081?"

Tirtharaj Yadav, the president of Nepal Teachers' Federation Parsa, said that he was forced to hand over the keys to the school after repeated requests were not heard. We are sensitive to children, we are never in favor of stopping education. However, we have been forced to because we have not been paid for seven months," he said.

The children of Bahudarmai Municipality have been deprived even of the mid-day meal mandated by the government. He revealed that the municipality has not released the funds even for conducting the examination. They complain that it is difficult to earn a living as they do not get salary even during festivals like Dasaintihhar, Chhath, Maghe Sankranti. Chief District Officer Aryal said that he tried verbally and in writing to pay the salary but was unsuccessful.

Even in the seventh month of the current financial year, the budget of Bahudarmai Municipality has not been certified. City chief Singhasan Shah Teli did not give the authority to spend the budget to the chief administrative officer, so the budget could not be released. In accordance with the Local Government Operation Act, there is a provision to submit the revenue and expenditure estimates for the upcoming fiscal year to the Municipal Assembly by June 10. However, Bahudarmai's 2081/082 budget was presented in the 11th Municipal Assembly on October 8, almost four months after the scheduled time.

Three months after the completion of the Municipal Assembly, the Mayor has not authorized the budget expenditure. According to the Local Government Operation Act, within 7 days after the budget is approved by the Municipal Council, the head of the local level must authorize the administrative officer to spend. Mayor Sah has been saying that the budget presented in the Municipal Assembly has not given the chief administrative officer the authority to spend, saying that the municipality will not develop. According to Dinesh Yadav, Chairman of Ward 3, the city chief said that he will not approve the budget until Chief Administrative Officer Md. Shere Mustafa is transferred.

The students also set fire and vandalized the municipal office on January 5, saying that the teachers were not teaching the school due to non-payment of salaries.
