As the appointment process became complicated, even Prime Minister and Chancellor KP Sharma Oli had to give instructions to Vice-Chancellor Kesharjung Baral to make the appointment by the 7th of January. Baral stood on the position that the dean should be appointed to the one recommended by the recommendation committee. Since the CPN government under the leadership of KP Sharma Oli at that time, the rector and registrar were made close to Maoists and UML. Prior to Baskota, Tirtha Khanian was the Vice-Chancellor in the Congress quota and was the registrar in the UML quota and the rector in the Maoist quota. He made 5 people from Congress and 2/2 from UML/Maoist as deans. In Dean Bhagwanda, all the political parties are getting tense. Former Dean of IOM Jagdish Aggarwal says that the parties use pressure and interference to fulfill their political interests through the Deans. Professors of the University say that political parties are also interested in appointments due to political prestige.

The executive council has also appointed directors at two research centers and a directorate. Rajendra Kunwar has been appointed to the Education Development and Research Center (SERID), Meena Rajbhandari to the Applied Science and Technology Research Center and Laxmikant Sharma to the Tertiary Planning Directorate. Earlier, on the basis of merit, Vice-Chancellor Baral has already appointed 6 co-examiners from the first rankers. Heads of 18 campuses are prepared to be appointed through the same process. Trivim deans have been vacant since June. Even if the deans were to be appointed before Dasain, there was a delay due to lack of agreement in the executive council.
