Political participation in every post of Tribhuvan University has been going on for years. This was also seen in the appointment of 8 deans in 5 study institutes and 3 faculties. Although the procedure for appointing deans on the basis of competition was made and applications were invited through the selection and recommendation committee, the process was advanced, but the selfishness of the ruling party was seen on the surface before the appointment.

Rector Khadge KC said that the meeting of the executive council decided to appoint a dean . The university followed the procedure of appointing the dean on the basis of competition. But after the ruling UML raised questions about the process and protested, merit was finally appointed as dean .

As the appointment process became complicated, even Prime Minister and Chancellor KP Sharma Oli had to give instructions to Vice-Chancellor Kesharjung Baral to make the appointment by the 7th of January. Baral stood on the position that the dean should be appointed to the one recommended by the recommendation committee. The members of the executive, including Rector Casey, were in favor of appointing one of the 3/3 people recommended.

After the controversy escalated, one of the 3 was selected and appointed as Dean . Because by doing this, choosing one of the three that was chosen, the political division could be completed. Wherever there is political interest, one person was chosen from the three candidates, and wherever there was no preference of the parties, the one who was number one was made dean . At the time of appointment, 3 professors who are close to Congress, 2/2 who are close to UML/Maoist have been appointed deans, including one who was not clearly close to the party.

After the tug-of-war since before Dasain, finally Mohanraj Sharma in the Institute of Medical Sciences (IOM), Sushil Bahadur Bajracharya in the Institute of Engineering Studies (IOE), Mahanand Chalise in the Faculty of Management, Dwivinand Dhakal in the Faculty of Humanities and Sociology, Kishore Chandra Dahal in the Institute of Agricultural and Animal Science Studies, Vedaraj Acharya in the Faculty of Education. , Thakur Silwal at the Institute of Forestry Studies and Shankar at the Institute of Science and Technology Studies Khanal was appointed Dean. They reached the vice chancellor's office today and accepted the appointment letter.

UML's greatest interest in dean appointments was in the Institute of Engineering Studies and the Faculty of Education . In both of these, UML has appointed dean after matching the merit . Suvarna Shakya in the Institute of Engineering Studies and Chitra Bahadur Budhathoki was number one in education. However, due to the policy of the Executive Council not to repeat the dean in the past, Budhathoki was left out and there were complaints about Shakya's investment in private colleges, so an alternative was sought, according to a source close to the official.

Faculty of Management, Forestry and Institute of Science and Technology Studies has been appointed Dean of the Congress close professor . Dean Sharma, newly appointed in IOM, is also known as having an independent image. Chairman Institute of Agriculture and PUSH Science and Faculty of Humanities have been taken over by Maoist supporters . The official said that the executive council has claimed that there is no merit because they were appointed unanimously through the method of selecting one of the three people . There are also professors who argue that Bhagwanda will be discouraged when officials choose one of the 3 candidates instead of directly appointing them on the recommendation of the party.

The practice of sharing the posts of vice-chancellor, rector, and registrar started in 2062/063 . Since then, Congress, UML, Maoists have been taking these posts by sharing. A similar practice is seen in the appointment of deans. Earlier, when Dharmakant Baskota was the vice-chancellor from UML quota, UML was allotted 5 seats and Congress/Maoist 2/2 seats. 

Since the CPN government under the leadership of KP Sharma Oli at that time, the rector and registrar were made close to Maoists and UML. Prior to Baskota, Tirtha Khanian was the Vice-Chancellor in the Congress quota and was the registrar in the UML quota and the rector in the Maoist quota. He made 5 people from Congress and 2/2 from UML/Maoist as deans. In Dean Bhagwanda, all the political parties are getting tense. Former Dean of IOM Jagdish Aggarwal says that the parties use pressure and interference to fulfill their political interests through the Deans. "Private relations are manipulated through the dean's office," he said, "there is nothing else like that in the dean's office." Professors of the University say that political parties are also interested in appointments due to political prestige.

This time, the executive council had issued regulations (procedures) regarding the appointment of deans to compete in 100 full marks and formed a separate recommendation committee. UML leaders and activists were furious after UML did not get a professor in the first number recommended by the recommendation committee. General Secretary Shankar Pokharel publicly criticized Vice-Chancellor Baral, accusing him of "joking allowances in the name of meritocracy". He claimed that a ``meritocracy allowance play'' was staged by banning an ideological group from the university. 

The fraternal organization Aneraswaviyu also alleged that the merit was not transparent and that he was going to give appointment to his close friends . Leaders and workers argued that if Vice Chancellor Baral was recommended as the second number, if he was made Dean from the first number, then the Vice Chancellor should leave the post. A source close to his secretariat said that Baral backed away from the position of appointing from the first number saying that even if the appointment is based on merit, there will be no working environment. Students, staff and professors close to UML started a movement in the university with various demands.
