As the tenure of 3 members of the Executive Council, including 2 members of UML, ends on January 10, Chancellor Oli instructed to appoint the Dean and Campus Head by January 7.
The assembly meeting held on Thursday of Tribhuvan University focused on the appointment of dean rather than policy. During the meeting, members spent time criticizing Vice-Chancellor Kesharjung Baral. Prime Minister and Chancellor KP Sharma Oli had to intervene several times because the members spoke on matters other than the agenda.
An assembly meeting was held to pass the policy of the university for the financial year 2081/082 and to amend some rules. Apologizing for not being able to distribute the agenda a few days before the meeting, Vice Chancellor Baral presented the policy. Staff, professors and student representatives warned that they would leave the meeting saying that their demands were not included in the policy. Prime Minister Oli, who was presiding over the meeting, stopped them. "I can't just say that it will happen, otherwise I will leave," he recalled. Then the policy discussion began.
Vasant Dhakal, president of the University Professors' Association, expressed his displeasure at not knowing the agenda in advance and questioned the method of bringing the policy. The chancellor defended it by saying that it was a revised version of the policy that had been distributed in July. Chhatra Karki, president of the employees' union, objected that the demands of the employees were not heard. He also expressed dissatisfaction with the working style of the Vice-Chancellor. The employees were shouting slogans outside the meeting hall, demanding automatic permanent tenure on Karki's own call.
Pulchok Engineering Campus, Swaviyu President Viraj Aryal accused the Vice Chancellor of not being able to run the university. He said that he could not even appoint a dean. "The vice-chancellor is trying to single out an opinion group in the university by prohibiting it," he said, "a transparent meritocracy is needed for the appointment of deans." Karki UML has been elected as the President of the Employees Union from Kota and Aryal has been elected as the President of the Swaviyu from Aneraswaviyu, the sister organization of UML.
The ruling UML has been questioning the appointment process of deans and campus heads. UML has been pressing to appoint the dean and the campus head by distributing the names recommended by the selection committee formed after the release of the procedure. UML General Secretary Shankar Pokharel and Aneraswaviyu President Samik Badal have publicly accused that the Vice-Chancellor is making an ugly joke of meritocracy by prohibiting a group of ideas. Vice-Chancellor Baral has been saying that the appointment will be given to those who rank first in merit. He says that only that will end the partisanship in the appointment. Emalenikat is not a professor in the first number of recommendations.
In the assembly meeting, Shivraj Sanjel, the former president of the Community Campus Association, also argued that one of the three people can be appointed in the assembly. "The Vice-Chancellor was recommended as number 2," he said, "There is no need for number 1 in the dean's appointment." In this context, Vice-Chancellor Baral said, "As you have told me, the appointment is made on the basis of merit so that such a dean does not get used." ; In the
meeting, teacher representative Kalpana Luintel criticized Vice-Chancellor Baral for not acting in favor of teachers and staff. Sanjel and Luintel were elected to the Assembly from UML Kota. The ruling Congress, the opposition Maoists and the RSVP are in favor of appointing the dean and campus head to those who rank first on the basis of merit. Deans in 8 faculties, including medical and engineering, and heads in 18 campuses will have to be appointed.
Vice-Chancellor and Prime Minister Oli and Vice-Chancellor and Minister of Education Bhattarai continued to sit in the meeting after listening to Vice-Chancellor Baral's criticism. "Probably, he was the prime minister who sat the longest in the assembly," a professor said after the assembly, "In the previous assembly meetings, Oli usually started talking and walking." Members were allowed to speak very little. It's new this year. He even tried to stop those who spoke on matters that had no agenda, but he listened to many.'
Even in the midst of protests and controversies, Chancellor Oli was patient. Officials have been saying that the Niti Sabha was also convened under Oli's instructions. The professor says that Oli may have increased pressure on the vice-chancellor to make a decision in his favor when the appointment of the dean is becoming complicated. "Dean appointment is not a matter for the Vice-Chancellor alone. The executive council will do it. There are 6 members including rector and registrar," he said. "Because the vice-chancellor has taken a stand based on merit, there is no question that he has been challenged strategically. On the one hand, the party wants to distribute the shares, on the other hand, the chancellor wants to set a date and appoint, there is room for suspicion.'
At the end of the meeting, Prime Minister Oli instructed the meeting to appoint the dean by December 7. After January 10, the 4-year term of the members of the Executive Council is ending. 2 members of the council are from Emalenikat professors. It is speculated that Oli set the deadline of 7th because the Executive Council could not adapt itself after 10th. The executive council unanimously constituted the selection committee by issuing the procedure with the appointment criteria. The committee has submitted the names of 3/3 people with marks for appointment.
The staff union, which is dominated by Amalenikat staff, gathered the staff for protest on Thursday, while at the Vice-Chancellor's office, the students including Siddhant Bhatt, the secretary of the university and the president of the district committee of the university, Siddhant Bhatt, were on a sit-in. After the Prime Minister left, the employees surrounded the officials for a while at the venue.
12-point policy passed
The 12-point policy submitted by Vice-Chancellor Kesharjung Baral has been passed by the Tribisabha. The university passed the budget only in the assembly meeting last July and passed the policy in a separate assembly meeting. There was criticism that the budget was passed without a policy on the instructions of the Chancellor and the Prime Minister last July.
In the policy passed on Thursday, it is mentioned that the university will be restructured according to the recommendations of the Higher National Education Commission. For that, it is said that the process of amending the laws and regulations will be started. The Commission has suggested expanding the university to the provincial level. The organization and management (O&M) survey of the central office of the university is also mentioned in the policy to be restructured. The university also has a policy of arranging an aptitude test for teaching in the university.
The policy mentions that the educational qualification of the professor who will be posted on the university campus should be at least a bachelor's degree. The university has also introduced a policy to employ them by preparing the rules on student aid. Ayurveda medicine, liberal arts and hotel management courses will be started by the university. "Mountain Engineering", "Mountain Risk Management", "Climbing", "High Altitude Training", "High Altitude Sports", "Mountain Tourism and Mountain Economy and Mountain Environment" are mentioned in the curriculum development policy. Similarly, a 'non-credit' course will be developed and conducted according to the demand of the labor market. The university has also put forward a policy to accommodate community and private campuses. Due to lack of students in some affiliated campuses, adjustment policy has been introduced.
The University has brought a policy of revising the rules of the Monitoring Directorate, Curriculum Development Center and Research Directorate to make them up-to-date. It is also mentioned in the policy that the teachers and staff who are involved in laboratory accidents will be insured. The proposed policy of merging the research center with the schools to be established during the restructuring of the university could not be passed. After the directors of the center demanded that research be strengthened without making adjustments, it was removed from the policy for further discussion. In the meeting, SINAS executive director Mrigendra Bahadur Karki had a different opinion on the policy of merging the research center into the school. After the directors of all the four research centers agreed on it, it has been decided to discuss it again.
Vice-Chancellor Baral presented the policy in the meeting. Rector Casey said that the policy was passed after discussion among the assembly members.
did not interfere in the appointment of dean: Prime Minister Oli
Prime Minister and Chancellor of Tertiary University KP Sharma Oli has said that he did not interfere in the appointment of dean and campus head on the basis of merit. In the Tribisabha meeting, he said that officials such as dean and campus head should be appointed in the university on the basis of fair merit. University is not a place for party work and talk. Everyone has faith. I have asked to appoint the dean quickly based on fair meritocracy,' he said, 'It is not interference for the chancellor to tell the vice chancellor to work well.'
Prime Minister Oli said that there should be no place to raise questions on meritocracy. "The meritocracy brought by the autonomous organization should be a true meritocracy, not a drama meritocracy," he said, "isn't it my duty to say that?" "In the media, it is said that the Chancellor intervened," said Oli, "There are elements in Nepal that should oppose the Prime Minister."
Oli said that there was no delay in the appointment of the Dean by the intervention of the Prime Minister. "I have not interfered in the university, nor should I," he said, "the chancellor should follow the rules, laws and procedures, the vice-chancellor, rector, and registrar should also follow the same." The education sector should be run with an open mind. "A free mind is a process according to rules and laws," he said, "Even the chancellor and vice-chancellor cannot do what they want." Even though the political beliefs of professors, staff and students are different, Oli emphasized that the interests of the university and the national interest should be taken care of.
