Qatar has reiterated its commitment to preparing its workforce for climate and technological change by adopting labor policies that are consistent with environmental sustainability to ensure a just transition for workers.

Addressing the ministerial meeting of the Abu Dhabi Dialogue held in the UAE, Qatar's Minister of Labor Dr. Ali bin Smaikh Al-Marri informed that investments are being made in green skills and modern training systems to empower workers, especially migrant workers, in line with the demands of the changing global economy.

According to him, under the guidance of Qatar National Vision 2030, the country has adopted a policy of maintaining a balance between environmental sustainability, economic growth and social justice. He said that the Ministry of Labor has incorporated the concept of just transition into the labor market policy by supporting the upskilling of workers, retraining workers working in traditional sectors and gradually shifting them towards green employment and sustainable industries. These programs are being implemented in collaboration with the private sector and educational and training institutions.

On the issue of labor mobility, Minister Al-Marri mentioned that Qatar has given high priority to making the movement of workers and skills within the Asia-Gulf Cooperation Council region systematic and secure. He said that labor mobility based on transparency, equal opportunities, social security and respect for human dignity would contribute positively to economic and social development.

In the context of the growing digital platform economy and non-traditional forms of employment, he pointed out the need for timely revision of the legal and regulatory framework. He said that a legal framework that encourages innovation but ensures workers' rights, decent work and effective social security is indispensable.

Noting that diversity and skill development are important to increase productivity and competitiveness in the regional labor market, he called for expanding cooperation with the private sector, international organizations and civil society.

According to Dr. Al-Marri, the Abu Dhabi Dialogue has been established as an effective platform to promote fair and orderly labor mobility between labor-sending and receiving countries based on rights and common interests. He said that this year's agenda includes issues related to the future labor market, such as climate change, just transition for workers, skills development for a fair transition towards a green economy, and work through digital platforms.
