Putin has admitted the failure of his powerful security agencies over the killing of a senior general in the Russian capital Moscow. Igor Kirillov, head of the Russian army's chemical weapons unit, was killed in a scooter bomb explosion in Moscow on Tuesday. Ukraine has taken responsibility for his murder. This is the deadliest attack by Ukraine since the start of the conflict between the two countries.
