In order to promote electronic governance, the 'E-Governance Board' established by the government has put forward the concept of 'Data Exchange Platform' to make the country's digital service system effective. The board said that the concept was put forward with the aim of providing public services easily to the citizens.

At present, this concept has been put forward to remove the obligation to submit personal details time and time again to get separate government services and to simplify the service flow. After the construction of the data exchange platform, the customer will no longer have to submit personal details when taking government services, so the service flow will be faster and more transparent and more reliable. 

E-Governance Board Deputy Secretary Dr. Kamal Poudel says that the blueprint of electronic governance is currently under discussion. The main objective of the blueprint is to increase the efficiency of government operations and service delivery through the use of information and technology and make it more efficient, transparent and accountable. 

An electronic governance blueprint has been prepared to develop digital Nepal's various initiatives through an integrated framework to provide hassle-free services by entering the personal and biological details of citizens only once. 

'Digital transformation helps unleash the inherent potential in society, it makes citizens personally and the private, entrepreneurial and public sector professionally competent, transparent and accountable,' said the board  . 

is currently developing and implementing a citizen app to facilitate public service delivery. But still data exchange between different organizations has not been done easily. He realized the need for a data exchange platform to solve all these problems. It is understood. The work has been started according to the concept of integrating all government and private organizations into one data system. 

Currently, citizen apps are forced to exchange data with various government agencies through separate systems. This may lead to delays in service delivery, disorganized systems and increased technical costs. Especially, organizations like Employee Provident Fund, Citizen Investment Fund and Social Security Fund have to adopt their own separate standards while exchanging data with Citizen App. This has added complexity to the data sharing process. For example, due to the lack of ease of health data exchange between the hospital and the insurance company, it is difficult to get information about the patient's history and insurance during treatment. Apart from that, API (Application Programming Interface) is also a problem. The need for a data exchange platform has also been felt for this.

Currently, citizen apps have to create separate APIs with each organization. Experts say that this has not made the system easy. The Data Exchange Platform is a centralized data management system. It will help to exchange data automatically, securely and effectively between government and private organizations.  Manish Bhattarai, head of

Integrated Data Management Center, says that data exchange platform is a big concept. "This is a big concept of connecting various systems together, currently the citizen app is operating as a small unit, it has made it easy for various agencies to get data, building a data exchange platform on a large scale will make it easier for everyone, private and government," he said.

Now you can view the tax details from the profit sheet (marksheet) through the citizen app. There is a situation where you can do many things from one app. To make it better and facilitate data exchange, the concept of data exchange platform has been introduced. 

'Data exchange is especially related to governance and transparency, apart from that it is also necessary for smooth and effective services,' said Chief Bhattarai. 

Madhusudan Burlakoti, Chief Statistics Officer of the National Statistics Office, says that building a data exchange platform will benefit all sectors.

'The data exchange platform does not work by itself, it makes sense how the organizations take and use the data, in our case it helps a lot in data collection,' he said. He informed that the National Statistics Office is also preparing to use artificial intelligence (AI) in data analysis. 

'These days, data plays a big role for policy making to service delivery,' he said, 'realizing this need, the office is preparing to analyze data based on AI in the next one to two months.' 

The government has mentioned in the policies and programs of the current financial year that it will create laws related to electronic governance and personal data protection. The business process will be restructured by formulating an electronic governance blueprint and strategy. It is mentioned in the policy and program that internet and data exchange platform will be built to maintain interconnection between electronic systems. 

'Civil service centers will also be brought into operation in collaboration with the local level to provide public services from different agencies from one place,' it is said in the policy and program.  Integrated data standards can be created through the

data exchange platform. In which all government and private organizations can exchange data on the same common standard. Through this, all organizations can be connected in one place at once. Organizations that have joined the platform once can use the specified data. Similarly, through this, the citizen app will also end the obligation to create different APIs with each organization.

The creation of this platform will facilitate coordination between government agencies. Currently in Nepal, National Identity Card, Customs Department, Internal Revenue Department, Traffic Management, Comptroller General's Office, etc. The agency has been operating the data independently. The use of the said platform will make all these organizations affiliated with each other. It is expected to protect data and also control data theft, unauthorized access and cyber attacks. 

Similarly, when government organizations are currently facing legal and technical challenges to share data with private companies, there will be an opportunity to securely connect it with government data. The government has prioritized this platform to make the government service system fast, transparent, and secure while embracing the digital age. After its implementation, government service delivery will be faster, administrative work will be simplified and data security will be improved.
