It has been a decade since the construction of the Hulaki Road began in Kanchanpur. However, the construction work has still not been completed. The project remains stalled.

In Kanchanpur, the contract for the construction of the Hulaki Road was divided into three packages. Among them, the sections from Dokebazar to Belauri and from Beldandi to Daiji have been completed. However, the 20-kilometer stretch from Belauri to Beldandi is still in a neglected state.

For the construction of this road section, a contract agreement worth 414.149 million rupees was signed on Falgun 13, 2073 BS. Although the work period was set until Bhadra 26, 2075 BS, the deadline was extended seven times, reaching up to Kartik 25, 2082 BS. Even after nine years, as the road construction was not completed, the contract was terminated on Mangsir 24 last year, and the construction company Babahans Siddhishahi was also blacklisted.

Even nearly a year after the contract was terminated, the process for road construction has yet to begin. Due to potholes on this road section, residents of the district’s southern region are facing significant difficulties in commuting. Locals have repeatedly staged symbolic protests to pressure for the road’s construction.

“After the contract was terminated, the process to open a new contract has moved forward, and the contract will likely be awarded in the coming fiscal year,” said Pramod Chaudhary, engineer at the Hulaki Road Project Office in Dhangadhi. “The non-performing construction company has been blacklisted, and correspondence has been made to recover the remaining work’s value after evaluation.”

Engineer Chaudhary stated that under the second package, from Butabari in Belauri Municipality to Beldandi, there has been 77 percent physical progress. He said that despite repeated deadline extensions, the contract was ultimately terminated as the construction company failed to do the work. After the contract was terminated, the company was blacklisted for two years, and correspondence has also been made to recover 300 million rupees for the remaining work.

In the Pachui area of Belauri Municipality–8, which falls within this road section, some problems have arisen due to the Indian Border Security Force (SSB) creating border disputes. The SSB has repeatedly created obstructions in the area, claiming that the road construction is taking place within the Dasgaja (no-man’s land). However, the road is far from the Nepal–India border pillar. Most recently, the SSB has been obstructing the work, claiming the road falls within the Dasgaja due to the strip map. Engineer Chaudhary says that the problematic area will be left aside and the new contract process will move forward.

This is the main road connecting the local levels of Beldandi, Belauri, and Punarbas in the southern part of the district to the district headquarters. Locals have been suffering due to the prolonged delay in road construction. In the past, they have even staged protests against the construction company.
