The budget and related bills presented by the Sudurpaschim Provincial Government for the upcoming fiscal year and related bills have finally been tabled in the Provincial Assembly after three weeks.

Minister for Economic Affairs Vikram Singh Dhami tabled the bills in the Provincial Assembly meeting held on Tuesday. Minister Dhami tabled the annual estimate of revenue and expenditure (budget), the financial bill to implement the finance-related proposal, and the bill to make arrangements for the allocation and spending of funds from the Provincial Consolidated Fund for services and works.

Confusion increased after the ruling party UML decided to reject the budget immediately after the budget speech. UML has already decided to register an amendment proposal from the parliamentary party. On the other hand, Chief Minister Shah was in trouble after even the Congress MPs, who are leading the government, opposed the budget. There is a provincial government in Sudurpaschim under the leadership of the Congress and the UML in partnership.

Even though the budget-related bills have been tabled in the assembly, UML lawmakers have said that they have not backed down from their stance. ‘Our party’s decision to amend the budget remains unchanged,’ said UML parliamentary party deputy leader Santosh Kumari Sharma Thapa. ‘There is widespread dissatisfaction with the budget.’ Chief Minister Kamal Bahadur Shah, admitting that there are some shortcomings in the budget, said that he is confident that the errors in the budget will be corrected and passed on time as discussions are underway among the ruling coalition parties. The budget for the upcoming fiscal year should be passed by Ashar.

The UML parliamentary party has expressed its disagreement and demanded amendments, accusing the Congress of monopolizing the budget. The UML leads the ministries of Physical Infrastructure, Land Management, Agriculture and Cooperatives, and Internal Affairs and Law in the cabinet, while the Congress, along with the Chief Minister, leads the ministries of Economic Affairs, Social Development, Industry, Tourism, Forest and Environment.

The UML was preparing to leave the government, expressing dissatisfaction with the division of labor during the budget process. But after the UML finally agreed, the Minister for Economic Affairs, represented by the Congress, presented the budget in the provincial assembly at midnight on Asad 1.

Although Minister Dhami mentioned that he had brought a budget of 37.7 billion for the upcoming fiscal year, the budget budget booklet made public just a day later mentions 37.7 billion 39.66 million.

If the UML does not come to an agreement, there is a risk that the provincial budget will not be passed this time too. Earlier, in 081/82, the provincial government went into a state of limbo for three months. At that time, when there was a joint government of the Maoists, UML, and Socialists, the government collapsed after the Minister for Economic Affairs, UML's Surendra Bahadur Pal, withdrew support for the budget presented in the provincial assembly before it was passed. That is why the budget of the Far West went into zero for three months.
