The NCP parliamentary party has expressed dissatisfaction over the budget for the upcoming fiscal year 2083-084 brought by the Sudurpaschim provincial government. Addressing a press conference in Dhangadhi, parliamentary party leader Khagraj Bhatta has warned that the current budget will not be passed under any circumstances.
Commenting on the budget made public by the provincial government, Bhatta said that it is not development-oriented but a means to prove the interests of those with access. He strongly objected to the selection of projects in an opaque manner contrary to the essence of budget preparation.
Stating that the budget has failed to relate to the lives of the common citizen, Bhatta said, 'This budget has become a document to fatten a few leaders and feed the entourage of the Chief Minister and ministers. The problems and needs of the people have not been addressed anywhere in the budget.'
Questioning the budget preparation process, he said that the plans were selected based on the setting. 'This budget has been prepared by arranging settings from suitcases and hotel rooms rather than methods and processes.' He believes that the problem will not be solved by a simple amendment to the budget of about 37.6 billion.
Stating that the structure of the budget is flawed, he said, 'If there were a few small holes, it could have been avoided. This is a big mistake that cannot be avoided. Therefore, this budget should be rewritten.' Sadiya Dal leader Bhatta revealed that there is rebellion against the budget not only within the opposition parties but also within the ruling party.
However, he said that the political dialogues taking place between the Nepali Congress and the UML at the center have not yet made a concrete decision on the future of the provincial government. Raising the issue of political ethics, he said that they are not in favor of sacrificing their lives just for power.
