The no-confidence motion filed against Nepali Congress Sudurpaschim parliamentary party leader and Chief Minister Kamal Bahadur Shah has finally ended with Minister Bhagbanda.

MPs from the President Gagan Thapa group had filed a no-confidence motion against party leader Shah, who is a supporter of former President Sher Bahadur Deuba.

The group filing the no-confidence motion and the Chief Minister's group agreed to reshuffle the ministers in the presence of the party's Joint General Secretary Uday Shamsher Rana and central member Ramesh KC. A team including Joint General Secretary Rana from the center had come to Dhangadhi on Friday after a dispute arose within the parliamentary party.

The Shah-led government was formed in partnership with the UML in Sudurpaschim on 20 Shrawan 2008. There are six people in the government from the Congress, including the Chief Minister, three ministers and two ministers of state. Bahadur Singh Thapa is the Minister for Economic Affairs, Meghraj Khadka is the Minister for Social Development, and Shivraj Bhatta is the Minister for Industry, Tourism, Forest and Environment from the Congress. Similarly, Saraswati Khadka is the Minister of State for Social Development and Prakash Bahadur Bam is the Minister of State for Economic Affairs.

After three days of discussions and negotiations starting Friday, an MP said that an agreement has been reached for the no-confidence group to take two ministers and one minister of state. Now, the Social Development Ministry and the Industry, Tourism, Forest and Environment Ministers from the Congress faction will be reshuffled and ministers from the disgruntled faction will be appointed. There will also be one minister of state, while the Economic Affairs Ministry will be kept by the Chief Minister's faction on its side.

Nine members of the 18-member Congress parliamentary party had signed a no-confidence motion against the Chief Minister. Whip Geeta Chaudhary, MPs Man Bahadur Rawal, Diwan Singh Bista, Padam Bahadur Shahi, Dammari Mahara, Tulsi Devkota, Bel Bahadur Rana Magar, Lalita Sunar and Junakumari Dani had filed a no-confidence motion against the Chief Minister. But within hours, after Dammari Mahara announced that he had withdrawn his signature, the group was weakened, while former Speaker Deuba's pro-Chairman Shah, the pro-Chairman, became stronger. The disgruntled party had been pressuring Chief Minister Shah to reshuffle the ministers for a long time. The Chief Minister's party MPs have given the Chief Minister the right to select ministers. But the current Minister of Economic Affairs is also under pressure from the pro-Chairman MPs.

Diwan Singh Bista, who led the signature campaign against the Chief Minister, has already said that he will not become a minister. Apart from him, all seven aspire to become ministers. The MPs have said that it is not easy to manage two of the seven as ministers and one as a minister of state. The chief whip of the Deuba-pro-Chairman Congress, Bikram Singh Dhami, said that an understanding has been reached to give two ministers and one minister of state to the party that signs the no-confidence motion.
