Residents of Dora, Surnaya Rural Municipality-8, Baitadi have been paying electricity bills for two years without using them. 51 households in Dora village, who bought electricity meters and kept them in their homes, are continuously paying the minimum bill.

After the work of expanding the electricity line in the village began, the locals had demanded a budget from the ward office for installing meters. As per the demand of the locals, the ward office had provided electricity meters as a grant to 322 households in Dhole and Dora toles. Out of these, 51 households in Dora had to keep electricity meters in their homes without installing them due to the lack of electricity line expansion.

Local Lokendra Bahadur Mahara informed that they had to pay a monthly fee of Rs 50 without consuming electricity. ‘We are paying bills to the government without using them,’ he said. ‘We have to pay Rs 500 in rent and go to Patan to pay the Rs 50 tariff without consuming electricity.’ He said that if the tariff that has to be paid without consuming is not paid on time, there will be a fine.

Surnaya-8 Ward Chairman Bhan Bahadur Bohara said that in 2080/81, the ward office provided electricity meters to the locals as a grant as per the demand of the locals. ‘After the contractor left the electricity expansion work unfinished, the locals of Dora are forced to pay the tariff without consuming electricity,’ he said. ‘It has taken two years to rush from the district, state to the central electricity office to demand that the electricity work be carried forward.’

Consumers should demand meters only after the electricity line is fully connected and electricity is operational. Asheshwar Sah, head of the Electricity Authority branch in Baitadi, said that the problem is now arising because the locals of Dora have already taken the meter to the office by filling in false details. He said that there is no information about this as the contract is being implemented from the center.

Electricity expansion work is being done in various places in Baitadi through the Electricity Development Project. Electricity expansion work is also being done in the Dora area of Surnaya through the project. Consumers have been affected as the project has not expanded electricity on time.

Absolute Project India Limited is working under the contract to expand electricity in some wards of Patan Municipality, Sigas Rural Municipality and Purchaundi Municipality in the district, including Dora of Surnaya.

The company's site engineer Deepak Mandal said that the company has been facing problems in the supply of some electrification materials for some time, so the extension of the electricity line has been delayed. He said that the work of expanding the electricity line in Dora will be done as soon as the materials arrive.
