Various offices under the Sudurpaschim Provincial Government in Dadeldhura have not yet been able to spend most of the budget for the current fiscal year. It is seen that out of the billions of rupees allocated for the operation of programs ranging from development and construction to service delivery, a large portion has yet to be spent even after 10 months of the current fiscal year. According to the Provincial Accounting Unit Office, Dadeldhura, there are 16 offices under the provincial government in the district. In the fiscal year 2082/83, 1.2 billion 2.5 million 14 thousand 600 rupees were allocated for current purposes, but only 345 million 89 thousand have been spent so far.

As for the capital budget, only 524 million 68 thousand 800 rupees were allocated for capital purposes. With less than two months left until the end of the fiscal year, it is seen that capital expenditure has not been as expected.

The provincial infrastructure development office, which has the largest budget, has spent only 332 million 90 thousand out of the 700 million 15 million rupees allocated for capital . The Water Resources and Irrigation Development Division Office has spent 73.8 million out of 346 million rupees, while the Social Development Office has spent 52.9 million out of 203.8 million rupees .

The capital budget expenditure of the Drinking Water and Sanitation Division Office has been very low . Out of the 395.4 million rupees allocated to the office, only 36.6 million has been spent so far .

The Land and Watershed Management Office has spent 44 million 60 thousand out of the capital budget of 118.2 million rupees . Only 13 million 78 thousand has been spent out of the 17 million rupees under the High Value Agricultural Commodity Upliftment Program .

The Agricultural Knowledge Center has spent 8.711 million rupees out of the capital budget of 1 crore 71 lakhs, while the Veterinary Hospital and Animal Service Expert Center has spent 4.869 million rupees out of 2 crore 62 lakhs 50 thousand.

The Vegetable Germplasm Enhancement and Seed Production Center has spent 6.67 million rupees out of 8.475 million rupees. The Division Forest Office has spent 3.254 million rupees out of 1 crore 60 lakhs 50 thousand. The Health Office Dadeldhura has spent 8 lakhs out of 1.5 million rupees, while the Jogbudha Provincial Hospital has spent 3.146 million rupees out of 1 crore rupees.

Only 1.99 million rupees have been spent out of the budget allocated of 2 crore rupees for the District Ayurveda Health Center. The Transport Management Office has spent 4.85 million rupees out of 5 lakh rupees, while the Cottage and Small Industries Office has spent 9.40 million rupees out of 1 million rupees. The Provincial Accounting Unit Office has stated that it has spent Rs. 275,000 out of the Rs. 400,000 available for capital expenditure.

Padam Bista, head of the Provincial Accounting Unit Office, Dadeldhura, said that capital expenditure has been reduced due to budget cuts, staff shortages, delays in formulating work procedures, and instructions not to work through the Consumers' Committees by the then government after the Genji Movement. He said that budget implementation has also been affected due to the amendment to the Procurement Law.

As the fiscal year is coming to an end, concerns have been expressed that the trend of hasty budget spending may repeat itself at the last minute as capital expenditure in most offices here is seen to be weak.
