The lack of its own trial center has affected the service delivery of the Transport Management Office, Dadeldhura. With the cancellation of the agreement signed with the private Ugratara Driving Training Center on Mangsir 12, 2080, the trial service related to driving licenses has been completely disrupted. Office Chief Bishnu Dutta Bhatta, at the beginning of the contract period, the Ugratara Driving Training Center was charging a receipt of Rs 700 from the examinees, but later the fee was increased to Rs 1,000. After this increase in the fee, complaints from service recipients were increasing and the office called the center operator and requested him to reduce the fee. However, he said that the problem became more complicated when the idea was put forward that instead of reducing the fee, the fee should be increased to Rs 1,200, saying that the price of fuel was increasing.
According to Bhatta, the main reason for the dispute is not only the fee but also the practice of forcing service recipients to use the center's vehicle instead of allowing them to use their own vehicles during the trial. There were widespread complaints that the center was charging additional fees for using only its vehicles, even though the rules allow examinees to use their own vehicles. He clarified that this has added unnecessary financial burden on the service recipients and the agreement was canceled.
Earlier, trials were conducted through the center when the number of examinees reached 200 to 250. If the number of applicants was more than that, there was a provision to conduct trials for two days instead of one day. Earlier, trials were held about once a month.
With the cancellation of the agreement, the trial service in Dadeldhura has been completely closed. For the time being, the option of sending service recipients to the own trial center of the Transport Management Office in Doti has been put forward. Out of the seven hilly districts of the Far West, only Doti has a government trial center, forcing service recipients to travel there from Dadeldhura, Baitadi, Bajhang, and Darchula.
Under the agreement with the private center, the office had been paying a rent of Rs 5,500 on the day of the trial for conducting the trial. However, according to the office, the dispute was not over the rent but over the fee charged from the service recipient.
The office has stated that it has moved forward with the process of constructing its own trial center as a long-term solution. Although government land near the police office in Amargadhi Municipality-1, Syaule has been acquired, the process has not been able to move forward due to technical complications related to the forest area, stating that the area falls within the Butyan area. The office has stated that the process of preparing a DPR, conducting environmental tests, and completing the process related to tree and plant management needs to be completed.
