”In an organization like the police, there is a compulsion to go door to door to appeal to leaders for transfers and promotions and for regular work,” said DSP Khagendra Dhamala, Chief of the District Police Office, Bajhang. ”You are a youth. If you play a role in ending this, it will create an environment where the police provide impartial service.”

District office heads have suggested that newly elected House of Representatives member Ain Mahar play a role in maintaining good governance in the country. Most of the office heads, who spoke at a meeting organized by Mahar on Wednesday to discuss the development of the district after being elected, suggested that he should play a role in establishing policies and procedures.
‘In an organization like the police, there is a compulsion to go door to door to listen to leaders for transfers and promotions and regular work,’ said DSP Khagendra Dhamala, head of the District Police Office, Bajhang. ‘You are a youth. If you play a role in ending this, it will create an environment for the police to provide impartial service.’ He said that most of the police buildings in Bajhang are in a deplorable condition, and it is difficult to provide peace and security due to the lack of sufficient vehicles, and said that crime can be controlled and peace can be maintained in the society if the police can be equipped with resources.
Speaking at the meeting, Senior Divisional Forest Officer Shambhu Prasad Tiwari said that forest resources are being stolen due to the lack of sufficient manpower in the forest office in Bajhang, which is home to wildlife, valuable herbs and forest products, and said, "There are no employees working in the office. The construction of buildings that have been under construction for years has not been completed. I hope you will take the initiative to address this problem."
In the meeting, the office heads raised problems such as the district hospital operating with 70 beds having only 15 beds approved, the lack of a CT scan machine forcing locals to travel outside the district at high cost, the lack of manpower to operate the ICU despite having infrastructure, and the lack of a blood bank causing patients to die.
The office heads suggested that the newly elected members of the House of Representatives should take the initiative to do so, saying that since there is no telephone network throughout the district, the establishment of the approved area administration office has not been possible due to political wrangling. "The area administration office, which should have been operational two months ago, is in limbo due to the dispute over where to set it up," said Assistant Chief District Officer Satyakumari Joshi. "On the other hand, citizens have to spend two to three days and thousands of rupees to travel to the district headquarters to obtain citizenship. If you can do this in the next three to four months, it will be a relief to many." In the
meeting, Chief District Officer Mukesh Kumar Kesari and others had requested Mahar to make policy and program-level reforms in areas such as agriculture, education, health, and employment, since the people are suffering due to the lack of thematic offices like roads and drinking water in the district. Speaking at the
meeting, Mahar said that he had taken the issues raised by the office heads seriously and would work to address them, adding that the service delivery from the office should be improved. "There will be no weakness on my part in terms of coordinating with the people's representatives. "I will take the issues you have raised seriously," he said, "since the people will feel how the state has done through the services provided by the office, you have to provide effective services." He said that he would coordinate the management of resources and manpower to make the services provided by the office effective, adding, "Work in a way that the people feel the state. I will coordinate to resolve your difficulties."
