Women's old age homes and women's safe houses, built at a cost of lakhs of rupees, have fallen into disrepair without being used. Even after years of completion, these buildings have become dilapidated because they have not been put into operation.

With the financial support of Dasharathchand Municipality and Care Nepal, the Inter-Party Women's Network built a women's safe house in 2071 for the residence of women who were victims of violence. Similarly, with the financial support of the then District Development Committee and Dasharathchand Municipality, the Women's Upliftment Center built a women's old age home in 2075 BS for the residence of abandoned, helpless, and disabled old women.

Parbati Bhatta, chairperson of the Inter-Party Women's Network Baitadi, said that 2.4 million rupees were spent on the construction of the women's safe house. This building has 4 rooms, a kitchen, and a toilet.

She said that the municipality has not been operating the women's safe house even after repeatedly asking it to operate. ‘All the Chief District Officers who are transferred to the district are interested in operating the women’s safe house,’ he said, ‘later there is no initiative for its operation.’

Saraswati Bhatta, the chairperson of the Mahila Utthan Kendra, said that the construction of the women’s old age home cost Rs. 1.4 million. There is a toilet in this 4-room building. She said that they would take responsibility for the operation only if the building with the land was transferred to the municipality rather than the municipality for the operation of the old age home, but they did not do so.

The land of the women’s old age home is in the name of the Mahila Utthan Kendra and the land of the women’s safe house is in the name of the Inter-Party Women’s Network. They said that they could not operate the old age home and the safe house due to lack of funds.

Although the municipality is responsible for operating and maintaining the structures built within the municipality, the municipality has not yet been able to operate and maintain the structures as the organizations that built the women's safe house and old age home have not yet handed them over to the municipality, said Rajendra Bista, Information Officer of Dasharathchand Municipality.

Currently, all the women victims of violence across the district are living in the women's safe house operated by Patan Municipality.
