The company had signed a contract agreement for the Olani-Badrekhal road project in Godavari for Rs 66.141 million to be completed in two and a half years. So far, only the sub-base has been constructed on the road, said Deepak Negi, head of the Infrastructure Development Office. Negi said that the work has now started after an agreement was reached between the agitating party and the contractor to complete the contract by next Chaitra.
Similarly, an agreement was signed between the Infrastructure Development Office and the company on Chaitra 17, 2079 for blacktopping the Sheetalpur-Shimli road for Rs 68.84 million. Although the deadline for the work was set until Shrawan 17, 2081, only 15 percent of the work has been completed so far, said Engineer Hark Joshi of the Infrastructure Development Office.
He said that since he had promised to work until Falgun, the work of drain construction, sub-base, base and DBAT is still pending. The company has received a payment of Rs 13.488 million. ‘We have given clear instructions to start the work immediately, but it has not started yet. If the work is not completed even within the extended deadline until Falgun, we will escalate the process,’ said Engineer Negi.
The company has not worked on the construction of a concrete bridge at Ghurhi on the road to Bhada Homestay in Dhangadhi Sub-metropolitan City-6, which was contracted by Tedi Nirman Sewa in a JV, on the way to Doghra and Jali Village in Sukuti Nala, Dhangadhi Sub-metropolitan City-16, even after four years of contracting. After the contract for the bridge was signed with the sub-metropolitan city in 2078/79, the contractor company lost contact after receiving Rs 18 lakh 28 thousand.
After the contract was not completed on Kartik 15, 2078, the sub-metropolitan city withdrew Tedi's guarantee and hired Tej Nirman Sewa, a JV, to construct the bridge. The contract for the construction of the bridge, which was estimated to cost Rs 4 crore 12 lakh 27 thousand 248, was awarded to TEDI at half the amount and an agreement was made for Rs 2 crore 2 crore 28 lakh 72 thousand 274.
The contract to build a concrete bridge by removing the wooden bridge on the Ghurahi River on the way to Bhada Homestay in Dhangadhi-16 was also taken on the same date. TEDI had won the contract for the bridge, which was estimated to cost Rs 54 million 41 thousand 528, by forming a JV with Mitra Nirman Sewa, for Rs 32 million 54 thousand 518.
After the contract agreement, TEDI, which had taken an advance of Rs 3.6 million, demolished the wooden bridge and dug the foundation to lay the piles of the concrete bridge, leaving it abandoned. After this contract was not completed, the work was done through Mitra, which is in the JV, after withdrawing the security deposit, said Engineer Dwijraj Bhatta, Head of the Infrastructure Development Branch of Dhangadhi Sub-metropolitan City. He said that after TEDI did not work despite repeated extensions, action was taken against TEDI and another company in the JV was given the work.
Similarly, in 2076/77, the sub-metropolitan city had terminated the contract for the blacktop of a road including a drain in Jugeda, Dhangadhi-12 after TEDI Construction Services did not complete the work after taking an advance payment of Rs 3.9 million. TEDI approached the district court alleging that the contract had been terminated, but after the decision was made in favor of the sub-metropolitan city, TEDI is now constructing the road after paying the fine, said Raju Khadka, an engineer at the sub-metropolitan city.
TEDI, which had taken the contract for the construction of three roads of the Infrastructure Development Office, Kailali, under the Sudurpaschim Province Government, has not worked as per the agreement of two contracts.
The contract was awarded for the construction of DBAT three kilometers north of Baunia Bazaar on the Bhajani Chhoti Bhansar-Khimdi Thuligad road in Gaurab province, the blacktop of the road from Krishna Mandir to Bandrekhal on the Malakheti-Olani-Faltude road, and the blacktop of the Shitalpur-Simli road in Ghodaghodi Municipality-5. Out of these, the work on the Bhajani Chhoti Bhansar-Khimdi Thuligad road was recently completed by KS Construction, a JV, according to the Infrastructure Development Office.
Tedi Construction Service has also stalled the construction of a 10-bed hospital building in KI Singh Rural Municipality of Doti. The rural municipality had awarded the contract to KS-Tedi-Manilek JV for Rs 81.578 crore including VAT on Ashad 23, 2078, with the construction to be completed on Asoj 23, 2079. Despite repeated extensions, the plan to operate a 10-bed hospital has been affected, said Naveen Majhi, coordinator of the rural municipality's health branch. The director of Tedi Construction Service Company is Dil Bahadur Oli. His son Siddha Oli oversees the company's plans. Siddha refused to comment on the delay in the plans after making a compromise.
