The schedule for the operation of the Sudurpaschim Provincial Assembly is in limbo. The provincial assembly, which has become almost inactive after passing the budget for the current fiscal year in Asad, had its previous meeting held on Bhadra 5. No meeting has been held since then.
The provincial assembly is in a state of disrepair after being targeted by vandalism and arson during the Gen-G movement. A concrete plan for the repair of the meeting room, building, etc. has not been made yet.
The reason for this is that it is not clear when the meeting will be held, says Dev Bahadur Bogati, secretary of the provincial assembly secretariat. According to Secretary Bogati, the biggest uncertainty is the repair of the provincial assembly building and meeting room.
The provincial urban development office has prepared an estimate of Rs 5.4 million for the minimum repair work. However, the secretariat says that there is a problem of where and through what process the money will be spent.
‘It takes months to go through the tender process, and on the other hand, it is not possible to spend such a large amount without tendering.’ Bogati said that the process of managing communication equipment, which will cost about Rs 4 million, has begun.
The provincial assembly meeting has been stalled since last 5 Bhadra. The activities of the thematic committees of the provincial assembly, which operates as a 'mini' parliament, are almost non-existent. The provincial government has neither concluded the ongoing session of the provincial assembly nor has it been able to prepare for the meeting.
With the thematic committees not being operational, all activities of the provincial assembly have come to a standstill. At present, provincial MPs, except for Dhangadhi, are rarely seen. Public Accounts Committee Chairman Akkal Bahadur Rawal says that due to the non-operation of the provincial assembly, parliamentary work has come to a standstill and citizens' problems have not been raised and discussed.
'All the offices of the thematic committees have been set on fire, and they have not been repaired or rebuilt,' said Chairman Rawal. 'A meeting operation plan should be made after the residence is found.' Currently, five bills are under consideration in the provincial assembly. A bill to make arrangements regarding the Tikapur University of Science and Technology, a bill to make arrangements regarding the conservation and development of the Badghar and Bhalmansa custom in the Far West Province, and a bill to amend some industry and forest-related acts have been registered.
Similarly, the bill to amend the Dalit Empowerment Act and the bill related to pesticides in the Far West Province are under consideration, said Yubaraj Jaisi, Information Officer of the Provincial Assembly Secretariat. Speaker Bhim Bahadur Bhandari said that preparations are being made to repair the Provincial Assembly building and meeting room and manage the necessary materials.
