It has been more than a month since the lockdown was imposed in Surnaya Rural Municipality of Baitadi. On October 24, the Gen-G and Gen-Y groups had locked down the village, raising various demands. Due to the lockdown in the rural municipality, the first-quarter social security allowance has not been distributed. Similarly, there has been a shortage of medicines in health institutions.
The registration branch chief Khemraj Awasthi said that the allowance that could have gone to the beneficiary's account has not been transferred to the beneficiary's account due to the lockdown in the rural municipality. 'Beneficiaries have been calling to ask when the allowance will arrive,' he said. 'Only after the lockdown is lifted in the rural municipality, the allowance should have been distributed according to how many people have been renewed.'
He said that the renewal of social security allowance is done by the ward, and since the municipality's work has come to a standstill, the allowance has been stopped. Similarly, due to the lockdown, there has been a shortage of medicines in the rural municipality health center.
The rural municipality had called for a tender for the purchase of medicines on Asoj 9. Ramsingh Mahara, the rural municipality health branch chief, said that the medicine procurement process has not progressed since the lockdown in the rural municipality since Asoj 24. ‘Health institutions are forced to return service recipients empty-handed due to the lack of medicines in health institutions,’ he said. ‘If the lockdown had not been imposed by now, the medicines could have been purchased by moving forward the procurement process.’ He said that the medicines demanded by health institutions have not been provided to the health centers as the medicines in stock in the municipality have run out.
Health post heads have said that there is a shortage of essential medicines including cetamol, betadine, gauze, iron tablets in health institutions.
Other services provided by the municipality have also been affected due to the lockdown. The Gen-G and Gen-Y groups have stated that the lockdown has not been lifted as the entire executive team is not unanimous on their demands and their demands have not been addressed yet. Vishal Bhatta, the leader of the Gen-G and Gen-Y groups, said that the lockdown will be lifted immediately if the rural municipality fulfills its demands. Rural Municipality Chairman Amar Kunwar said that there were two opinions within the executive branch and that he was working to reconcile them and fulfill the demands of the Gen-G and Gen-Y groups.
