Local youths have locked down in Purvichauki Rural Municipality of Doti. Purvi Chowki Rural Municipality Yuva Samaj submitted 47 different suggestions to the rural municipality on Tuesday, but no conclusion has been reached so far and the lockdown was closed on Wednesday around 2:40 pm.

After the youths locked the padlock from outside, rural municipality chairman Ram Prasad Upadhyay, vice-chairman Pashupati Khadka, and 5 ward chairmen, one employee, and two service recipients were locked inside, according to rural municipality chairman Upadhyay.

Rural municipality chairman Upadhyay said that the 47-point demands prepared as 'Report presented at the review and suggestion meeting of Purbichauki Rural Municipality' did not have any signatures from any youths and there was no formal letter pad.

It is said that discussions have been held with the youths from yesterday to today, but no solution has been reached.

Since then, despite lengthy discussions on the demands of the youths, no solution has been reached, and the rural municipality employees have suspended daily government work in the municipality and all wards until further notice, the press release said. Chief Administrative Officer of the rural municipality Devi Prasad Joshi said that they had to suspend work due to the uncomfortable environment.

The youth are demanding that a detailed account of the Rs 120 million allocated for the rural municipality and Rs 109.5 million allocated for the hospital be submitted, how the variation of the amount has occurred along with evidence, where and how the Rs 12 million for climate adaptation was used, the reason for which should be given when the irrigation scheme was built in an unnecessary place and is unused, the reason for which should be given when the drinking water scheme was completed and the bill was paid even when there was no water, and the reason why there was no water in the taps, the procurement criteria, evaluation and bill details should be provided as there is suspicion of corruption in the recent furniture purchase by the municipality, the amount received from the Nepal government in the earthquake that hit Purbi Chowki in 2079 BS, the status of its use, and whether the actual victims received it or not, should be provided with clear evidence.

The suggestions and demands of the youth emphasize good governance of the rural municipality. However, it is not clear who has formally led the youth who have put forward the 47-point demands and who is who.

After the issue of the lockdown in the rural municipality came to his attention, Doti Chief District Officer Mohan Raj Joshi informed that coordination is being done with the rural municipality to resolve the issue.

It is understood that after the lockdown, a police team has been deployed in the rural municipality for security, including police from the local Sanagaun Police Station and the District Police Office, Doti.

Youths have also locked down ward no. 6 of the same rural municipality.
