The two local levels of Baitadi have not been able to come up with a complete budget due to the dissatisfaction of the people's representatives. Out of the 10 local levels of the district, Surnaya rural municipality and Melauli municipality have not been able to select the plan and distribute the budget to the public even though the third month of the financial year is about to pass.

Although it is mentioned in paragraph 3 of the Consumer Committee Formation, Operation and Management Procedure of Municipalities 2075 that projects, projects and programs to be operated by the consumer committee should be identified and selected and an implementation plan should be made within 30 days of the beginning of the financial year, these two local levels have not finalized the selection of the plan until the end of October .

Surnaya 4 Ward President Pratap Mahara said that even though they requested not to keep a lump sum budget, they have not heard from the president and vice president, so far the plan has not been distributed to the municipality. He alleges that the chairman and vice-chairman of the village keep a lump-sum budget and distribute the plan according to their own needs.   

Sapna Karki, the chief administrative officer of the municipality, said that 2 of the 9 wards in Melauli municipality expressed their dissatisfaction and did not convey the plan's budget allocation to the ceiling municipality. Melauli-9 Ward President Lokraj Bhatt said that the plans have not been distributed according to the ceiling received so far as a protest against the budget brought by the executive members without holding the meeting on planning and thematic meeting.

Similarly, Dilasaini Rural Municipality and Purchaudi Municipality, which brought the budget with the consent of the executive committee, have not yet distributed the budget in the plan and submitted it to the municipality due to the delay of the ward representatives.

Dasarathchand Municipality and Dogdakedar, Shivnath, Sigas, Pancheshwar village councils have distributed the budget in the plan according to the ceiling set by all the wards and put it on the website of the municipality. Patan Municipality said that after receiving the budget allocation list from the wards according to the plan, the budget booklet is being prepared.

So far, only Shivnath, Dogdakedar and Pancheswar Rural Municipality have said that the consumer committee formation process has been carried forward. Narendra Mahata, chief administrative officer of Shivnath Rural Municipality, said that a letter has been sent to all the wards after the formation of consumer committees for all schemes by 15th October. Similarly, Pancheswar rural municipality has also published a notice to form a consumer committee within November 15, said Dal Bahadur Dhami, the chief administrative officer of the rural municipality.
