Surendra Bahadur Pal, who is the Physical Infrastructure Development Minister of the Far West, has been dragged into the controversy in the incident of the death of 14-year-old Kiran Koli of Dilasaini-3 Giribgad in Baitadi who was electrocuted while playing three weeks ago.

On July 17, while playing in the sand piled up near the house, current child Kieran Kohli died. According to Police Inspector Balram Pandey, who is also the Acting Chief of District Police Office, Baitadi, Koli, who was electrocuted while playing on a pile of sand, was seriously injured and was taken to Gokuleswar Hospital. There the doctor declared him dead . 

After the post-mortem, Raghuvir Bohra, the ward president of Dilasaini Rural Municipality-3, agreed to pay five lakh compensation with Harichandra Koli, the younger father-in-law of the deceased's mother Rajmati, and took over the body on the same day.  In accordance with the agreement led by the deceased's younger son, Harichandra, the ward president Bohra deposited five lakh in the account of the deceased's mother Rajmati through Global Bank on July 18. Ward president Bohra admitted that he had collected the amount. Minister Pal and ward president are residents of the same party and one ward of Bohra. 

But Rajmati said that she was more pained to hear that the incident was settled for five lakhs while she was in a state of unconsciousness and said that she had no information and it was not valid. "I came to know that the money was deposited in the account only after I came to my senses," said Rajamati, "I don't believe it, my younger father-in-law didn't believe it before I filed a complaint with the police." After my brother-in-law Tularam, who was in Saudi Arabia at the time of the incident, returned home, I brought him to the headquarters for justice. Rajmati's husband has died. Now he has an 11-year-old son .  

On 30th of July, Kitani came to the district police office in Gadhi, saying that she wanted justice more than money. But the police told the district police office to go to Patan saying that no complaint would be registered in the district. On the same day, she reached Patan with her brother-in-law Tularam Koli. But she said that the police of the area police office, Patan, told her to go to the district because the documents were not found. After that, Tularam Koli said that he sent a complaint against Minister Pal, his son Mukesh and Ward President Raghuveer Bohra through the post office on Wednesday.

The Baitadi police claimed that the construction company was not registered in the name of Minister Pal and that the minister, his son Mukesh and the ward president were not present at the time of the incident and that they had sent a complaint against the people directly involved in the incident.

"We are going to investigate the incident, a complaint was filed against a person who was not at the scene of the incident, that's why we have asked them to file a complaint," Acting Chief Police Inspector Balram Pandey of Baitadi said. He said that the incident happened by touching the wire while playing.

Janardan Paudel, head of Electricity Authority Baitadi, has stated that there is a provision to compensate if there is an incident due to the weakness of the Electricity Authority, stating that there is no weakness of the authority in the said incident.  Soon after the

incident, the National Independent Party Dilasaini Committee and the Nepali Congress Dilasaini Village Working Committee issued a statement and demanded an investigation into the truth of the incident. Both parties linked Minister Pal in the incident. 

Both parties alleged that the child died of electrocution due to the sand mounds excavated and piled under the protection of Minister Pal . It was said in a statement released by the Congress that the sand collected by the Sand Minister Pal Parivar was removed overnight after the incident. In addition, Pal was also accused of giving financial incentives to the victim's family.
