Locals of Baijpur village of Kailari rural municipality 5 of Kailali on Friday boycotted the program attended by MPs along with Chairman of Economic Development and Natural Resources Committee of Sudurpaschim Province Assembly Ghanshyam Chaudhary. They had reached Kailari with the aim of hearing the complaints of the locals about the delay in the reconstruction of the Gurgi irrigation canal, which has been stalled for decades.
Under the Parliament Support Project of UNDP, Secretary of the Ministry of Physical Infrastructure Development Prem Dutt Bhatt along with the Secretary of the Ministry of Physical Infrastructure Development, Leader of the Maoist Center Parliamentary Party Khagraj Bhatt, UML Chief Whip Chakra Bahadur Malla, Member of Parliament of the Maoist Center Shivsingh Oli, Member of Parliament Dr. Tara Prasad Joshi and Congress MP Lalita Sunar reached Baijpur.
The Gurgi irrigation reconstruction project, which will provide irrigation facilities to more than 6,000 farmers in 20 villages of Kailari Rural Municipality 1, 2, 5 and 7, has been stalled for decades. The team of the parliamentary committee reached Baijpur with the secretary of the ministry for the purpose of on-site monitoring of the Gurgi irrigation dam and direct discussion with the local residents about the reason for the delay. Engineer Tekraj Vinadi of Water Resources and Irrigation Division Office was also with the team for the purpose of answering on behalf of the concerned office.
However, the local residents were angry that the state government was neglecting to rebuild the irrigation project that had been stalled since 2006. Locals expressed their anger towards Amar Bahadur Pal and Dambar Dhital, the outgoing head of the Water Resources and Irrigation Division Office Kailali under the Ministry of Physical Infrastructure Development.
As soon as the discussion program with MPs formally started at the community building in Baijpur, local Rebant Bohra was angry that the government did not implement the budget allocated every year and said that there was no point in the discussion. "Our irrigation project is stalled because of Amar Pal and Dambar Dhital, who are the head of the office in the Water Resources and Irrigation Development Division office," said Bohra, "You should leave, there is no more hope from you." But the coordinator of Sangharsh Samiti, Kamal Chaudhary, expressed his anger saying that the division office freezes the budget every year by making many excuses. According to the local residents, there 026 years ago, the local farmers of Kailari used to irrigate the fields by building an apple dam in the Kataini river. In 2026, he irrigated till 2048 by constructing a concrete dam through microfinance irrigation scheme. The flood in 064 destroyed the dam. Since then, the villagers have no irrigation facilities. Bohra says that the villagers have been taking initiatives every year, but there has been no reconstruction yet.
The government has been allocating the budget every year. But local residents said that the allocated budget is being frozen due to non-implementation of the plan. The budget allocation has started from the financial year 075/076. They say that since 075/076, 26.5 million has been allocated for the project, which is estimated to cost around 500 million, but the budget is not being implemented and the amount is frozen every year.
According to the locals, the farmers of Bisanpur, Lawanpur, Manau, Harinagar, Dammara village of Kailari-1, Sadakpur, Pabera, Gobraila, Jagdhwa, Manikapur, Baispur of Ward No. 5, and Ratanpur, Siupur, Narayanpur, Vasanta, Chhatkapur Vasanta, Bhuiyaphata, Rampur of Ward No. 7 have been deprived of irrigation facilities due to the lack of reconstruction of the project. .
Chairman of Economic Development and Natural Resources Committee Ghanshyam Chaudhary said that the anger expressed by local farmers should not be taken otherwise. It is natural for them to be angry. It is incompetence of the government not to pay attention to the implementation of the plan," Chairman Choudhary said. "Now we will hold a committee meeting and instruct the government to increase the implementation process immediately."
